Electrical service, distribution equipment and control equipment for pump station.2. Coordination with utility for power and metering.SCOPE OF WORKA.1.3This section of the specifications covers the complete electrical systems as indicatedon the drawings or as specified herein. Provide all materials, labor, equipment, andsupervision to install electrical systems. The work shall consist of, but shall not belimited to, the installation of the following:1. Install new service, electrical distribution, and control equipment for a new pumpstation.2. Coordination with utilities for power service indicated.RELATED WORK SPECIFIED ELSEWHEREA. Refer to the Civil specifications and Special Conditions for other items of worknecessary to complete the electrical installation.1.4CODES AND PERMITSA. All work shall be done in accordance with the 2023 Edition of the National ElectricalCode with Georgia amendments, applicable local ordinances and regulations of localutility company. All permits and inspections certificates shall be paid for by theContractor.1.5DRAWINGSA. The drawings indicate the general arrangement of equipment. Install electrical work tosuit field conditions.B. Do not scale drawings. Dimensions required for layout of equipment shall be obtainedfrom dimensioned plans unless specifically indicated on electrical plans.1.6CUTTING, PATCHING, EXCAVATING & BACKFILLINGA. All cutting and patching required to carry out the work shall be provided under otherSpecification Sections.B. All excavation and backfilling required to install conduit shall be provided under thisSection. Backfill shall be compacted as required under other Specification Sections.City of Hinesville, GeorgiaHighway 196 Pump Station GeneratorProj #: 2022-26PRJ16000-21.7RECORD DRAWINGSA.1.8At the time of final inspection, provide three (3) sets of data on electrical equipmentused in the project. This data shall be in bound form and shall include the followingitems:1. Shop drawings on equipment listed.2. Data sheets indicating electrical characteristics of all devices.3. Data sheets on all lighting fixtures indicating voltage, lamp, and ballast used ineach fixture.4. Test results required by “Electrical Systems Operation Test.”5. Short circuit/coordination study/arc flash hazard analysis.ELECTRICAL SYSTEMS OPERATIONAL TESTA.1.9Prior to final inspection, the following systems or equipment shall be tested andreported as herein specified.1. Each ground rod installation shall be tested after all connection to ground rods aremade. Ground rod installations shall be tested by “fall of potential” measuringmethod using ground resistance test meter and two auxiliary electrodes driven intothe earth, interconnected through the meter with the ground rod installation beingtested. Placement of auxiliary electrodes shall be in accordance with operatinginstructions of test meter, but in no case shall auxiliary current electrodes beplaced within seventy feet of the grounding system being tested. Test data shallindicate placement of auxiliary electrodes with respect to system being tested, datareadings were taken and lowest resistance recorded.2. Three (3) typewritten copies of the test shall be submitted to the Engineer forapproval.SITE INVESTIGATIONA. Prior to submitting bids of the project, visit the site of the work to become aware ofexisting conditions which may affect the cost of the project. Where work under thisproject requires extension, relocation, reconnections, or modifications to existingequipment or systems, the existing equipment or systems shall be restored to theiroriginal condition, with the exception of the work under this contract, before thecompletion of this project.1.10 MATERIALSA. Materials specified by manufacturer's name shall be used unless substitution isallowed by a similar clause.B. All materials shall be new and in accordance with applicable standards, i.e.,Underwriters' Laboratories National Electrical Manufacturer Association (N.E.M.A.),Institute of Electrical and Electronic Engineers (I.E.E.E.), United States of AmericanStandards Institute (U.S.A.S.I.), U.L. approved equipment shall bear U.L. label.Similar material shall be the product of one manufacturer.C. Materials of the same type shall be the product of one manufacturer.City of Hinesville, GeorgiaHighway 196 Pump Station GeneratorProj #: 2022-26PRJ16000-31.11 SHOP DRAWINGSA. The Contractor shall submit for review by the Engineer a complete schedule and dataof materials and equipment to be incorporated in the work. Submittals shall besupported by descriptive material, such as catalogs, cuts, diagrams, performancecurves, and charts published by the manufacturer, to show conformance tospecification and drawing requirements; model numbers alone will not be acceptable.Complete electrical characteristics shall be provided for all equipment.B. Submittals shall be made for each of the following items:Automatic Transfer SwitchEnclosed Circuit BreakersGeneratorWiring DevicesLighting FixturesSurge ProtectionJunction BoxesControl Panel Material ListVariable Frequency DriveCable GripsShort Circuit/Coordination Study/Arc Flash Hazard AnalysisC. Each individual submittal item for materials and equipment shall be marked to showspecification section and paragraph number which pertains to the item.D. Prior to submitting shop drawings, review the submittal for compliance with theContract Documents and place a stamp or other confirmation thereon which states thatthe submittal complies with Contract requirements. Submittals without suchverification will be returned disapproved without review.1.12 SERVICEA. Electrical service shall be:1. 480/277V, 3-phase, 4-wire, WyeB. The electrical service shall be:1. Aerial, originating in a weatherhead installed adjacent to the termination of a utilityfurnished secondary service drop.C. Complete metering systems shall be provided. Install the system in accordance withthe utility standards. Coordinate meter location with local utility and provide channelrack for mounting of meter.1.13 SHORT CIRCUIT/COORDINATION STUDY/ARC FLASH HAZARD ANALYSISA. Scope1. The contractor shall furnish short-circuit and protective device coordination studieswhich shall be prepared by the equipment manufacturer.2. The contractor shall furnish and Arc Flash Hazard Analysis Study per NRPA 70E –Standard for Electrical Safety in the Workplace, reference Article 130.3 and AnnexD.B. Submittals For Construction1. The results of the short-circuit, protective device coordination and arc flash hazardanalysis studies shall be summarized in a final report. No more than five (5) boundcopies of the complete final report shall be submitted.City of Hinesville, GeorgiaHighway 196 Pump Station GeneratorProj #: 2022-26PRJ16000-42. The report shall include the following sections:a. One-line diagram showing protective device ampere ratings and associateddesignations, cable size & lengths, transformer kVA & voltage ratings, motor &generator kVA ratings, and switchgear/switchboard/panelboard designationsb. Descriptions, purpose, basis and scope of the studyc. Tabulations of the worst-case calculated short circuit duties as a percentage ofthe applied device rating (automatic transfer switches, circuit breakers, fuses,etc.); the short circuit duties shall be upward-adjusted for X/R ratios that areabove the device design ratingsd. Protective device time versus current coordination curves with associated oneline diagram identifying the plotted devices, tabulations of ANSI protective relayfunctions and adjustable circuit breaker trip unit settingse. Fault study input data, case descriptions, and current calculations including adefinition of terms and guide for interpretation of the computer printoutf. Incident energy and flash protection boundary calculationsg. Comments and recommendations for system improvements, where neededh. Executive Summary including source of information and assumptions madeC. Qualifications1. The short-circuit, protective device coordination and arc flash hazard analysisstudies shall be conducted under the supervision and approval of a RegisteredProfessional Electrical Engineer skilled in performing and interpreting the powersystem studies. The Registered Professional Electrical Engineer shall be a full-timeemployee of the electrical power equipment manufacturer (Square D, Eaton orGE).D. Studies1. Contractor to furnish short-circuit and protective device coordination studies asprepared by equipment manufacturer. The coordination study shall begin with theutility company's feeder protective device and include all of the electrical protectivedevices down to and include the largest feeder circuit breaker and motor starter inthe 480 Volt system. The study shall also include variable frequency drives,harmonic filters, power factor correction equipment, transformers and protectivedevices associated with variable frequency drives, emergency and standbygenerators associated paralleling equipment and distribution switchgear.2. The contractor shall furnish an Arc Flash Hazard Analysis Study per NFPA 70E -Standard for Electrical Safety in the Workplace, reference Article 130.3 and AnnexD.E. Data Collection1. Contractor shall furnish all field data as required by the power system studies. TheEngineer performing the short-circuit, protective device coordination and arc flashhazard analysis studies shall furnish the Contractor with a listing of required dataimmediately after award of the contract.F. Short-Circuit and Protective Device Evaluation Study1. Use actual conductor impedances if known. If unknown, use typical conductorimpedances based on IEEE Standards 141, latest edition.2. Transformer design impedances and standard X/R ratios shall be used when testvalues are not available.3.
