INTRODUCTION1.1. Purpose of RFPThe Los Angeles Community College District (LACCD) is soliciting proposals from qualifiedinsurance Brokers to furnish comprehensive medical insurance services that meet orexceed the requirements of F-1 and M-1 Visa regulations for international students whoattend any of its nine colleges. The selected Broker shall assist the District with sourcingaffordable, high-quality health insurance plans, including enrollment and waivermanagement, and ensure ongoing administrative and customer service support toparticipating colleges and students.BackgroundOn average, approximately 3,000 international students attend LACCD colleges each year.Under the program, each student will be charged a standard fee at the time of registrationthat equals the cost of group medical insurance purchased by LACCD on the student’sbehalf. LACCD will then remit the collected premium to the selected insurancebroker/agent for payment to the carrier. Through this RFP, LACCD will contract with asingle broker/agent to place the insurance with a single carrier to underwrite thecoverage.Coverage for spouses and dependent children will be optional and must be purchased andpaid for by the student directly to the broker.The District expects that the Contractor shall market the District to the broadest insurancemarketplace for the cost-effective and timely placement of International Student HealthInsurance coverage for all eligible International District students. The Contractor shall alsoprovide additional support services to the District as included with the overall scope ofservices and fixed-fee cost for this account as the District may desire to use from time totime during the term of the Agreement, which may include, but not limited to, coverageanalysis, consultation and assistance with claims, market research, loss trending andbenchmarking, occasional reviewing vendor contracts, participating in claims reviews,reporting claims, and serving as a liaison as well as an advocate for the District andstudents with insurance companies. This RFP No. 26-02 is specific to the InternationalStudent Insurance program, and excludes employee health and welfare benefit, or anyother District insurance programs1.2.About the DistrictThe District was organized in 1969 and is governed by an elected Board ofTrustees and is part of the statewide California Community College system.Page 5 of 62
