The organizationmaintains and monitors all transportation projects that receive state and federal fundingas well as regionally significant projects that arefunded locally. JATSO is also responsible for updating short-term transportation needsand long-range transportation plans.JATSO’s current Bicycle & Pedestrian Transportation Plan was completed in 2018. ThePlan serves as JATSO’s guiding document to provide a comprehensive non-motorizedtransportation plan for the Joplin area. Thisplan communicates the vision for the area’s bicycle and pedestrian network andidentifies policy, program, and project recommendations to guide implementation.The current Active Transportation Plan was completed in 2022. The Plan focuses onassessing existing facilities, using public engagement to develop future networks,developing actionable projects, and establishing design guidelines for bike andpedestrian improvements for the Joplin area.JATSO and the City of Joplin are committed to exercising meaningful public involvementwith traditionally underserved populations. Public involvement strategies should involvea combination of in-person, digital, virtual, and print tools, in languages spoken bycommunity members, along with intentional and varied outreach methods to ensure thatpeople with disabilities and diverse needs and experiences are aware of and canparticipate in opportunities to have a meaningful impact on decision making. Whenspecific to a project or program, public involvement strategies should also be tied to theexpected impacts of the project or program.BACKGROUND :The Joplin Metropolitan Area is in Southwest Missouri along Interstate Highway 44,Interstate Highway 49, U.S. Highway 43, and U.S. Highway 171 corridors. Themetropolitan area is approximately 218 square miles and has an urban populationnearing 115,490 people. The area is located within parts of both Jasper and NewtonCounties and contains 18 towns and villages. The three largest incorporated citiesconsist of Joplin, Webb City and Carl Junction. The metropolitan area is especiallystrong in the economic sectors of health care and transportation. This is due to thelocation of two regional hospitals in the City of Joplin and the location of over 50 truckingcompanies within the metropolitan area.Since 1983, the Joplin MPO’s coordinating committee (Joplin Area Transportation StudyOrganization - JATSO) has been responsible for transportation planning within themetropolitan area. The purpose of these updates is to provide a framework for theimplementation of non-motorized transportation improvements in the Joplin metropolitanarea for the next 10 years.SCOPE OF WORK:Although the city has implemented trails and some on-street bike lanes, the city stilllacks robust pedestrian and bike connectivity, infrastructure design/constructionstandards, and infrastructure preventative maintenance specifications and schedules.Both the Bicycle & Pedestrian Transportation and Active Transportation Plans provideconstruction design guidelines, JATSO wants to incorporate a set of construction designstandards governing future bike and pedestrian infrastructure projects into the plans.The updated plans shall also include bike & pedestrian infrastructure preventativemaintenance specifications and schedules. Construction standards and maintenancespecifications shall conform to those specified in NACTO’s Urban Bikeway DesignGuide 3rd Edition.JATSO and the City of Joplin are committed to exercising meaningful public involvementwith traditionally underserved populations. Public involvement strategies used for theplan updates should involve a combination of in-person, digital, virtual, and print tools, inlanguages spoken by community members, along with intentional and varied outreachmethods to ensure that people with disabilities and diverse needs and experiences areaware of and can participate in opportunities to have a meaningful impact on decisionmaking. The firm’s public involvement strategies should also be tied to the expectedimpacts of the project or program.The consultant is expected to use information provided in the current ActiveTransportation and Bicycle & Pedestrian Transportation Plans as well as theMetropolitan Transportation Plan and others that have been developed within the lastfive years by JATSO and other communities and agencies. Some of these plansinclude, but are not limited to: Cities of Joplin, Webb City, and Carl Junction Comprehensive DevelopmentPlans JATSO Origin & Destination Study JATSO Transportation Improvement Program (TIP) MoDOT’s STIP City of Joplin Capital Improvement Program Harry S. Truman Coordinating Council Transportation Plan Safe Roads and Bridges for All (SS4A) Safety PlanIn addition to reviewing these documents, the consultant will review census informationand other transportation related data. The consultant will work with and gatherinformation from a variety of public sources including citizens, JATSO Policy Board,local and state officials, HSTCC regional planning commission, and the Joplin CompleteStreets Committee.The final updated Active Transportation Plan and Bicycle & Pedestrian Plan documentswill be provided to the City of Joplin in both printed and PDF versions. All graphics andtables are to be compatible with ESRI ArcPro. The consultant will provide shape files ofall maps created for both plans upon completion of the final documents. A PDF versionof JATSO’s current bicycle network map that is printable in an 8” X 11” format is alsorequired.CONTENT OF THE PROPOSALProposals shall only be accepted by consulting firms that can clearly demonstratehaving had a background and extensive previous experience in the field of workdescribed. Such experience must include projects that were successfully completed.The City of Joplin requests that any firm desiring to be considered for this project submitfive (5) copies of your proposal marked “2026-RFP-12 PROFESSIONAL PLANNINGSERVICES TO PREPARE JATSO’S ACTIVE TRANSPORTATION AND BICYCLE &PEDESTRIAN TRANSPORTATION PLAN UPDATEs” containing the following: A brief description of the firm, including qualifications and background. A statement of your understanding of the scope and work product to becompleted. This statement shall include a description of the activities, and tasksthat shall be undertaken to complete the work outlined in the RFP. A detailed description of the approach the firm shall take to complete the work,including the breakdown of individual tasks needed to complete the work. A not to exceed cost estimate for performing the work detailed in the RFP. An estimated timetable along with estimated starting and completion dates foreach task with formal opportunities for City staff review. A statement outlining the scope of the staff resources and range of the specialtiesoffered by your firm. A statement describing the responsibilities and degree of participation of eachprofessional staff member who will be assigned to the project along with resumesdescribing relevant previous experience. A list of similar work performed for other municipalities or agencies, including adescription of work and the name of the municipality or agency, and the actiontaken because of the work. A list of references shall be included. A summary of any arrangements you may be making with any other firm forassistance in this work. Signed copy of the Federal Contract Clauses (Exhibit A) and LobbyingCertificationSELECTION PROCESS :Selection of the firm will be made by a committee potentially composed of Joplin CityPlanners, City Engineers, and the Joplin Transportation Coordinator. The final selectionshall be based on a composite score of the following criteria:
