of work, requested services, submittal requirements, and evaluation process is available on the

“Current Bid and RFP Information.” Any RFP Addendums or Clarifications will be posted to

this same location.

The City reserves the right to evaluate all proposals, to reject any or all proposals and solicit

again at a later date. The City may waive any irregularities in the proposal or negotiate

variances from specifications, and make awards that are in the best interests of the City. The

City will have final decision in all matters regarding acceptance of proposals and issuance of

awards.

REQUESTS FOR PROPOSALS #2026-RFP-12: PROFESSIONAL PLANNING

SERVICES TO PREPARE JATSO’S ACTIVE TRANSPORTATION AND

BICYCLE & PEDESTRIAN TRANSPORTATION PLAN UPDATES

GENERAL:

The Joplin Area Transportation Study Organization (JATSO) is the designated

Metropolitan Planning Organization (MPO) for the Joplin region. The organization

maintains and monitors all transportation projects that receive state and federal funding

as well as regionally significant projects that are

funded locally. JATSO is also responsible for updating short-term transportation needs

and long-range transportation plans.

JATSO’s current Bicycle & Pedestrian Transportation Plan was completed in 2018. The

Plan serves as JATSO’s guiding document to provide a comprehensive non-motorized

transportation plan for the Joplin area. This

plan communicates the vision for the area’s bicycle and pedestrian network and

identifies policy, program, and project recommendations to guide implementation.

The current Active Transportation Plan was completed in 2022. The Plan focuses on

assessing existing facilities, using public engagement to develop future networks,

developing actionable projects, and establishing design guidelines for bike and

pedestrian improvements for the Joplin area.

JATSO and the City of Joplin are committed to exercising meaningful public involvement

with traditionally underserved populations. Public involvement strategies should involve

a combination of in-person, digital, virtual, and print tools, in languages spoken by

community members, along with intentional and varied outreach methods to ensure that

people with disabilities and diverse needs and experiences are aware of and can

participate in opportunities to have a meaningful impact on decision making. When

specific to a project or program, public involvement strategies should also be tied to the

expected impacts of the project or program.

BACKGROUND :

The Joplin Metropolitan Area is in Southwest Missouri along Interstate Highway 44,

Interstate Highway 49, U.S. Highway 43, and U.S. Highway 171 corridors. The

metropolitan area is approximately 218 square miles and has an urban population

nearing 115,490 people. The area is located within parts of both Jasper and Newton

Counties and contains 18 towns and villages. The three largest incorporated cities

consist of Joplin, Webb City and Carl Junction. The metropolitan area is especially

strong in the economic sectors of health care and transportation. This is due to the

location of two regional hospitals in the City of Joplin and the location of over 50 trucking

companies within the metropolitan area.

Since 1983, the Joplin MPO’s coordinating committee (Joplin Area Transportation Study

Organization - JATSO) has been responsible for transportation planning within the

metropolitan area. The purpose of these updates is to provide a framework for the

implementation of non-motorized transportation improvements in the Joplin metropolitan

area for the next 10 years.

SCOPE OF WORK:

Although the city has implemented trails and some on-street bike lanes, the city still

lacks robust pedestrian and bike connectivity, infrastructure design/construction

standards, and infrastructure preventative maintenance specifications and schedules.

Both the Bicycle & Pedestrian Transportation and Active Transportation Plans provide

construction design guidelines, JATSO wants to incorporate a set of construction design

standards governing future bike and pedestrian infrastructure projects into the plans.

The updated plans shall also include bike & pedestrian infrastructure preventative

maintenance specifications and schedules. Construction standards and maintenance

specifications shall conform to those specified in NACTO’s Urban Bikeway Design

Guide 3rd Edition.

JATSO and the City of Joplin are committed to exercising meaningful public involvement

languages spoken by community members, along with intentional and varied outreach

making. The firm’s public involvement strategies should also be tied to the expected

impacts of the project or program.

The consultant is expected to use information provided in the current Active

Transportation and Bicycle & Pedestrian Transportation Plans as well as the

Metropolitan Transportation Plan and others that have been developed within the last

five years by JATSO and other communities and agencies. Some of these plans

include, but are not limited to:

 Cities of Joplin, Webb City, and Carl Junction Comprehensive Development

Plans

 JATSO Origin & Destination Study

 JATSO Transportation Improvement Program (TIP)

 MoDOT’s STIP

 City of Joplin Capital Improvement Program

 Harry S. Truman Coordinating Council Transportation Plan

 Safe Roads and Bridges for All (SS4A) Safety Plan

In addition to reviewing these documents, the consultant will review census information

and other transportation related data. The consultant will work with and gather

information from a variety of public sources including citizens, JATSO Policy Board,

local and state officials, HSTCC regional planning commission, and the Joplin Complete

Streets Committee.

The final updated Active Transportation Plan and Bicycle & Pedestrian Plan documents

will be provided to the City of Joplin in both printed and PDF versions. All graphics and

tables are to be compatible with ESRI ArcPro. The consultant will provide shape files of

all maps created for both plans upon completion of the final documents. A PDF version

of JATSO’s current bicycle network map that is printable in an 8” X 11” format is also

required.

CONTENT OF THE PROPOSAL

Proposals shall only be accepted by consulting firms that can clearly demonstrate

having had a background and extensive previous experience in the field of work

described. Such experience must include projects that were successfully completed.

The City of Joplin requests that any firm desiring to be considered for this project submit

five (5) copies of your proposal marked “2026-RFP-12 PROFESSIONAL PLANNING

SERVICES TO PREPARE JATSO’S ACTIVE TRANSPORTATION AND BICYCLE &

PEDESTRIAN TRANSPORTATION PLAN UPDATEs” containing the following:

 A brief description of the firm, including qualifications and background.

 A statement of your understanding of the scope and work product to be

completed. This statement shall include a description of the activities, and tasks

that shall be undertaken to complete the work outlined in the RFP.

 A detailed description of the approach the firm shall take to complete the work,

including the breakdown of individual tasks needed to complete the work.

 A not to exceed cost estimate for performing the work detailed in the RFP.

 An estimated timetable along with estimated starting and completion dates for

each task with formal opportunities for City staff review.

 A statement outlining the scope of the staff resources and range of the specialties

offered by your firm.

 A statement describing the responsibilities and degree of participation of each

professional staff member who will be assigned to the project along with resumes

describing relevant previous experience.

 A list of similar work performed for other municipalities or agencies, including a

description of work and the name of the municipality or agency, and the action

taken because of the work. A list of references shall be included.

 A summary of any arrangements you may be making with any other firm for

assistance in this work.

 Signed copy of the Federal Contract Clauses (Exhibit A) and Lobbying

Certification

SELECTION PROCESS :

Selection of the firm will be made by a committee potentially composed of Joplin City

Planners, City Engineers, and the Joplin Transportation Coordinator. The final selection

shall be based on a composite score of the following criteria:
