The project shall provide for the removal ofexisting netting components, installation of new netting, support structures, andtensioning systems, and all associated work necessary to ensure that the nettingcoverage and height meet league-mandated requirements for safeguarding all occupiedseating areas. The completed improvements are intended to enhance the safety,functionality, and regulatory compliance of the stadium for ongoing baseball operationsand public use.1.1 Sealed bids must be received in the Purchasing office no later than2:00PM, March 3, 2026. The workincludes the removal of existing netting, installation of new netting and support systems,installation of new poles, reuse of existing poles, and all coordination, protection, andcleanup necessary to deliver a complete and operational system.2.2 Contractor Responsibilities: The Contractor shall provide all labor, materials, equipment,engineering, transportation, and supervision required to perform the following:A. Pre‑Construction Activities1. Perform a site visit to assess stadium layout, existing poles, access, andstaging needs.2. Conduct full underground utility locates before any excavation.3. Coordinate schedule and site access with the Owner.B. Demolition and Removal1. Remove all existing netting, associated cabling, and hardware scheduled forreplacement.2. Protect existing poles designated for reuse.3. Dispose of all removed materials off‑site in accordance with local regulations.C. New Netting Installation1. Install new protective netting extending from behind home plate to the end ofthe last spectator seating section on each baseline.2. Netting shall maintain a consistent height across all seated spectator areas,regardless of dugout locationD. Structural Support Poles1. Install two (2) new galvanized steel support poles with engineered foundations.2. Reuse existing poles where structurally sound and approved by the Owner andEngineer.E. Cable and Tensioning System1. Install a complete cable system (top, intermediate, and bottom) with allhardware necessary for proper tensioning and performance.2. Ensure netting is properly tensioned, free of sagging, and neatly presented.IFB 25-26-057“American Legion Stadium – Protective Netting Upgrade Project”F. Coordination and Compliance1. Submit shop drawings showing netting configuration, pole layout, and cableruns for approval.2. Coordinate with the Owner and league representatives for complianceverification.G. Cleanup and Restoration1. Remove all equipment, debris, and waste from the site.2. Restore any disturbed areas to original condition.3. Participate in a final walkthrough with the Owner.3.0 SUPPLEMENTAL GENERAL CONDITIONS3.1 Compliance: The Contractor shall comply with the provisions of the following:The City of Danville’s “Standard Requirements & Instructions for Bidding”, Version3.0, dated July 1, 2025. Copies may be obtained from the Purchasing Office or bydownloading from the City’s website “Finance Department, Purchasing Division.3.2 Award:A. The award will be made to the lowest responsible and responsive bidder, withconsideration given to completion time.B. The City reserves the right to reject any or all offers and to waive informalities andminor irregularities in offers received.C. The award will be made to the proposal conforming to the IFB and will be mostadvantageous to the City.3.3 Authority:A. The Director of Purchasing as the designee of the City Manager has the soleresponsibility and authority for negotiating, placing, and when necessary, modifyingeach and every invitation to bid, purchase order or other award issued by the City ofDanville. In the discharge of these responsibilities, the Director of Purchasing may beassisted by assigned buyers. No other City officer or employee is authorized to ordersupplies or services, enter into purchase negotiations, or in any way obligate thegovernment of the City of Danville for any indebtedness. Any purchases contrary tothese provisions and authorities shall be void and the City shall not be bound thereby.B. This procurement process, including withdrawal of bids and appeal or protests, is governedby the "PROCUREMENT CODE OF THE CITY OF DANVILLE, VIRGINIA". SCC NumberContractors organized as a stock or nonstock corporation, limited liability company,business trust, or limited partnership or registered as a registered limited liabilitypartnership shall be authorized to transact business in the Commonwealth as adomestic or foreign business entity if so required by Virginia Title 13.1 or Title 50 oras otherwise required by law. A Contactor organized or authorized to transactbusiness in the Commonwealth pursuant to Virginia Title 13.1 or Title 50 shall includein its bid or proposal the identification number issued to it by the State CorporationCommission. Any bidder or offeror that is not required to be authorized to transactbusiness in the Commonwealth as a foreign business entity under Title 13.1 or Title50 or as otherwise required by law shall include in its bid or proposal a statementdescribing why the bidder or offeror is not required to be so authorized.3.5 Bidder Eligibility:A. Bidders are required to submit evidence that they have practical knowledge of theparticular work bid upon and that they have the financial resources to complete theproposed work. Failure on the part of any Bidder to carry out previous contractssatisfactorily, or lack of experience or equipment necessary for the satisfactory andtimely completion of this Project, may be deemed sufficient cause for disqualification ofsaid Bidder.
