The Town of Telluride (Town) is soliciting proposals from experienced and qualified entities

interested in in providing sign fabrication and installation services for the first phase of the Town

Proposal Submittals

This RFP includes a description of the desired project objectives, proposal requirements, and

instructions for submitting a proposal. The Town will accept proposals via email to Lindsey

Mills, Communications Manager at lmills@telluride.gov. Please confirm receipt by requesting

a delivery receipt. All proposals shall be received prior to 4:00 PM Mountain Standard Time,

Friday, January 2, 2026.

Pre-Proposal Meeting

An optional pre-proposal meeting for interested parties will be held on Thursday, December 18

at 2:00 p.m. MT. The meeting will be held as a hybrid meeting. Questions and clarifications

related to the project should be directed to Lindsey Mills at lmills@telluride.gov.

Acceptance of the RFP

By submitting a proposal in response to this RFP, the firm accepts all conditions described in

this RFP and agrees to abide by all final decisions made by the Town of Telluride.

Addenda to the RFP

If it becomes necessary to revise any part of this RFP, written addenda will be issued. Any

amendment to this RFP is valid only if in writing and issued by the Town of Telluride. All addenda

for this RFP will be distributed via Town of Telluride’s website: www.telluride.gov > Business >

Bids/RFPs/RFQs or sent to proposers who have already submitted a completed proposal prior to

the issuance of the addenda. It is the proposer’s sole responsibility to monitor this website

for possible addenda to this RFP prior to submittal. Failure of proposer to retrieve addenda

from this site shall not relieve the proposer of the requirements contained therein. Additionally,

failure of proposer to return signed addenda, when required, may be cause for rejection of the

proposal. If a firm has submitted a proposal prior to the issuance of any addendum to this RFP,

that firm will be notified by Town directly of the addendum.

Licenses

The successful firm, without additional expense to Town, shall be responsible for obtaining any

necessary licenses and for complying with any applicable and current professional requirements,

federal, state, and municipal laws, all codes and regulations in connection with the performance

of the services. The successful firm and all advisors and representatives will be required to obtain

a Town of Telluride Business License if the firm, advisor or representative will have a physical

presence in Town for a period exceeding five (5) days during a calendar year.

Guide Studio. No other contact shall be made regarding this RFP with any other staff, council

members, agents, contractors, etc. during the RFP process. Failure to comply with this

requirement shall result in the offending firm being removed from consideration.

Confidentiality

Please be aware that proposals submitted in response to this Request shall be subject to the

Colorado Open Records Law, Section 24-72-201, et seq., C.R.S ("CORA"). Any privileged or

confidential information in a submitting firm’s proposal should be specifically identified by the firm

as such prior to submission. If any information in a proposal is marked as confidential by a firm,

the firm in responding to this Request agrees to indemnify Town for any and all attorney fees Town

may incur in defending the reasonable withholding of such information.

Should Town receive a request for the release of any information in a firm’s proposal in

accordance with CORA, Town will review the firm’s proposal, considering the portions that the

firm indicated contained trade secrets, privileged information, or confidential commercial,

financial, geological, or geophysical data, and may release only that information which has not

been identified as confidential. If in the opinion of Town's legal counsel Town is nonetheless

compelled to disclose any portion of such information to anyone or else stand liable for contempt

or suffer censure or penalty, Town may disclose such information without liability.

Section 1 – Scope of Services

Introduction

The Town of Telluride is seeking qualified firms to provide fabrication and installation services for

Phase I of the Town’s Wayfinding, Placemaking, and Signage Program. This phase marks the

first step in implementing a comprehensive, community-informed system designed to help

residents and visitors navigate Town safely, efficiently, and intuitively while reinforcing Telluride’s

historic character and sense of place.

The selected contractor will be responsible for producing high-quality, durable signage that

reflects the approved design standards developed through the Wayfinding Program. Work will

include fabrication, delivery, installation, and coordination with Town staff to ensure all elements

meet project specifications, integrate with existing infrastructure, and comply with local, state, and

federal requirements.

Phase I signage is intended to enhance clarity, accessibility, and mobility throughout Telluride’s

core areas, supporting multimodal travel and strengthening the visual identity of the Town. Phases

II through V will continue to focus on pedestrian, multimodal, and vehicular wayfinding,

placemaking, and signage and is expected to be designed, fabricated, and installed on an annual

basis as budget allocations allow. This RFP outlines the required services, performance

expectations, submittal requirements, and evaluation criteria for firms interested in partnering with

the Town to bring this important project to life.

Background

The Town of Telluride has undertaken a multi-year effort to improve wayfinding, placemaking,

and pedestrian mobility throughout the community. In 2023, the Town initiated a comprehensive

Wayfinding, Placemaking, and Signage Program to create a unified system that enhances

navigation, supports multimodal travel, and strengthens Telluride’s unique historic and cultural

identity. Through extensive community engagement, site analysis, and design development, the

program has produced a full suite of sign types, locations, and design standards intended to

improve the visitor experience while meeting the day-to-day needs of residents.

In 2024 and 2025, the Town worked with its design consultant, Guide Studio, to refine sign

family designs, identify priority corridors, and establish a phased implementation plan. Phase I

focuses on high-impact locations within the Town’s core and key arrival points, including

pedestrian routes, parking areas, and major public destinations. This phase emphasizes clarity,

ADA accessibility, multimodal support, and consistency with the Town’s National Historic

Landmark District guidelines.

The Town is now moving into the first phase of physical implementation and is seeking an

experienced fabrication and installation partner to bring the approved designs to life. This work

represents a significant investment in long-term community mobility, visitor orientation, and

placemaking, and will serve as the foundation for future phases of the program.

Scope of Work

The selected Contractor shall provide all labor, materials, equipment, and services necessary to

fabricate, deliver, and install signage as outlined in the Town of Telluride’s Wayfinding,

Placemaking, and Signage Program. Work must comply with the approved design intent,

specifications, material standards, and installation details provided by the Town and its design

consultant.

1. Project Coordination

The Contractor shall:

• Participate in a project kickoff meeting with Town staff and the design consultant.

• Review all design documents, sign schedules, material specifications, and

location plans prior to fabrication.

• Provide a detailed project timeline including submittal milestones, fabrication

windows, and installation sequencing.

• Maintain regular communication with Town staff to report progress, identify

challenges, and coordinate field decisions.

2. Fabrication

The Contractor shall fabricate all signage elements identified in Phase I, including but

not limited to:

• Pedestrian wayfinding signs

• Vehicular directional signs

• Parking signs and regulatory information panels

• Trail and pathway orientation signs

• Gateway or placemaking elements (as applicable in Phase I)

Fabrication requirements include:

• Use of approved materials, colors, finishes, and construction methods as

specified in the design standards.

• Production of shop drawings for all sign types for review and approval by the

Town before fabrication begins.

• Creation of prototypes or material samples upon request.

• Ensuring durability, weather resistance, and long-term maintainability suitable for

Telluride’s alpine environment.

3. Permitting and Compliance

The Contractor shall:

• Comply with all Town, state, and federal requirements for signage installation, as

applicable.

• Coordinate utility locates and safety measures prior to installation.

• Ensure all signs comply with ADA, MUTCD, and local historic district guidelines

where applicable.

4. Delivery and Installation

The Contractor shall:

• Deliver all fabricated signage to designated Town locations in good condition.
