The City of Foster City is requesting proposals from qualified agencies interested in administering the City’s new Supportive and Special Needs Housing Program (“Program”). The City of Foster City owns multiple housing units, six (6) of which have been designated for supportive housing.
Eligible agencies are invited to submit proposals for program administration, the placement or referral of eligible households into City-owned housing units designated for supportive housing, and the provision and/or coordination of supportive services. Respondents may also elect to provide property management services of the unit(s) or coordinate with the City’s contracted property management agency for day-to-day lease and property management of the unit(s).
The Program implements two programs of the City of Foster City’s 2023–2031 Housing Element: Program H-E-1-a Existing Unit Purchase Program – Opportunities for Supportive Housing, and H-F-1 Special Needs (pages HE-99 and HE-105).

Respondents may also elect toprovide property management services of the unit(s) or coordinate with the City’s contractedproperty management agency for day-to-day lease and property management of the unit(s).The Program implements two programs of the City of Foster City’s 2023–2031 HousingElement: Program H-E-1-a Existing Unit Purchase Program – Opportunities for SupportiveHousing, and H-F-1 Special Needs (pages HE-99 and HE-105).The City of Foster City owns six (6) units currently in the City’s Existing Unit Purchase Program(EUPP) for eligible very low and low-income families, including a three (3)-bedroom singlefamily home, a five (5)-bedroom single-family home and four (4) duplex units consisting of two(2) duplex properties each with a two (2)-bedroom and three (3)-bedroom subunit. Each of thesix (6) units has a two (2)-car garage and two (2) bathrooms. The units are located throughoutthe City of Foster City in residential neighborhoods.The 2023-2031 Housing Element has identified these six (6) units to transition to supportivehousing over time as units become vacant (Program H-E-1) with the goal of transitioning atleast one (1) of the six units to supportive housing by 2031. Similarly, the Housing Element’sSpecial Needs Program (H-F-1) calls for the City to facilitate development of one (1) specialneeds facility by 2031. The City is hoping to fulfill the goals of both programs throughimplementation of the new Supportive and Special Needs Housing Program.One (1) EUPP unit has recently become vacant. Therefore, the City is ready to transition thisvacant unit to supportive and special needs housing. This RFP is for the services describedabove, which will initially be used with respect to the one currently vacant EUPP unit, andpotentially up to five (5) additional EUPP units later if and when any of the other five (5) unitsbecome vacant during the selected Respondent’s contract period.Currently Eligible Unit:Address to be provided upon execution of Site Tour AgreementFoster City, CA 94404three-bedroom, two-bath single-family home with a two-car garageThe currently eligible unit, built in the 1960s and purchased by the City in 2009, needs certainupgrades and rehabilitation. The draft rehabilitation plan is included with this RFP asAttachment A. Thesite tour is tentatively scheduled for March 18, 2026, at 11:00 am. Advance registration isrequired by emailing njabba@fostercity.org. Please indicate “Site Tour” in the subject line ofyour email.2. BACKGROUNDFoster City, incorporated in 1971, is a master-planned community located in San MateoCounty. The City covers approximately four square miles and lies between San Francisco andSilicon Valley, with close access to both Highway 101 and Highway 92. Home to roughly 33,000residents, Foster City is known for its diverse population, planned neighborhoods, and limitedremaining space for new development. The community is protected by an eight-mile leveesystem along the bayfront and a lagoon system that provides flood storage and drainage.The City of Foster City purchased six (6) units between 1997 and 2009 to provide lower-incomehousing for larger families. The units have a preference for very low and low-incomehouseholds as specified by Resolution 2023-3. The list of preferences can be found here: (seelink). If no eligible proposals are received, the City will fill the unit in preference order. The Citywill then re-issue an RFP for Supportive and Special Needs Housing Services when the next ofthe five (5) EUPP units becomes vacant.3. PROGRAM OVERVIEWThe Program requires a selected agency (“Contractor”) to provide supportive services foreligible households in an eligible City-owned single-family home or duplex unit. The City willcover costs for necessary rehabilitation of the unit(s) and upgrades due to wear and tear fromprior occupancy. The Contractor will either fill the unit or refer potentially eligible households tothe City’s contracted property management firm to fill the unit. In addition, the Contractor willprovide ongoing supportive services or coordinate services and ensure that the householdremains eligible for the program as long as the household occupies the unit. The Contractormay elect to provide its own property management services or coordinate with the City’scontracted property management firm for day-to-day lease management and repairs andmaintenance of the property.The Program has multiple requirements for households to be eligible for Supportive and SpecialNeeds Housing, including household size, demographic requirements, and supportive servicesrequirements, including:a) Household Size: households must meet the City’s occupancy requirements, which, for athree (3)-bedroom unit, are a minimum of three (3) people and a maximum of seven (7)people.b) Household income: household income is restricted to extremely low-income (<30% ofAMI), or very low-income (<50% of AMI) per California Health and Safety Code Sections50106 and 50105.2City of Foster City Request for Proposals (RFP)Foster City Supportive and Special Needs Housing Programc) Disability: the household must include at least one member with one or more disabilitiesas defined by California Government Code Section 65582 (p).d) Requirement for Supportive Services: the household or at least one member of thehousehold must be in need of supportive services, including, but not limited to acombination of subsidized housing, permanent housing, intensive case management,medical health care, mental health care, substance abuse treatment, employmentservices, and benefits advocacy, in order to meet healthcare, transit, or social serviceneeds (as defined by California Government Code, Section 65582 (o).) It should be notedthat because the unit is a single-family home in a residential neighborhood and not on atransit route, the opportunity for on-site supportive services is limited. If the Respondentwould like to explore constructing an ADU (or installing a pre-manufactured ADU orconstructing a garage conversion ADU) on the property to increase the opportunity for on-site services or increase the number of occupants on the property, please indicate interestin the proposal, Item 9(h).e) Member of a Target Population Group: the household must belong to or have a householdmember belonging to one or more of the following special needs population groups:veterans, seniors, families with children, single parent families, young families, victims ofdomestic violence1, persons with developmental disabilities,2 or another special needspopulation group, if approved by the City of Foster City for eligibility.f) Lease and Payment of RentOccupancy of the unit requires a lease with a 12-month minimum term. Rent is required tobe paid to the City of Foster City for all supportive/special needs housing units coveredunder the Program. Rental rates for the unit are calculated by the City of Foster City andissued annually on July 1 (see current rental rates below). The Respondent may provide arent subsidy directly or through provided or coordinated supportive services.The rental rates are based on standard adjustments for household size consistent withSection 50052.5(h) of the California Health and Safety Code and calculated based on 30%of income limits for extremely low-income households (30% of AMI), very low-incomehouseholds (50% of AMI), and low-income limits (60% of AMI). The rent for the unit will beset based on the household’s income at the time of initial occupancy and re-adjustedannually thereafter with a maximum increase of no greater than 5%. Supportive Housing Placement & Services: A contract with an agency to providehousing placement and supportive services for an eligible household for the currentlyeligible unit and future eligible units, if applicable. The agency would manage thehousing unit(s) as part of its housing portfolio and would coordinate and/or offersupportive housing services for the occupants. The agency would be responsible formarketing and filling the unit, ensuring that occupants meet ongoing eligibilityrequirements, and that monthly rent is paid to the City of Foster City and all utilities arepaid by the agency and/or the tenant of the unit. The lease for the property would be inthe agency’s name and subleased to the occupants of the unit, or, if preferred by theagency, leased directly to the occupants. Property management of the housing unitwould be provided by the agency either directly, through the agency’s subcontractor, orthrough the City’s contracted property management firm. The agency would beresponsible for payment of rent or facilitating payment of rent to the City of Foster Cityand payment of all utilities or ensure that the tenant pays rent and utilities.2. Supportive Housing Group Home(s): A contract with an agency to provide housing andsupportive services for a group home for the currently eligible unit and future eligibleunits, if applicable. The housing unit (s) would be managed by the agency as part of itsportfolio, through a subcontracted property management firm, or by the City of FosterCity through the City’s contracted property management firm. The agency would beresponsible for payment of rent to the City of Foster City and payment of all utilities.3. Supportive Housing Services and Referrals for Placement: A contract with an agencyto provide referrals of potentially eligible households and coordination of supportiveservices for the selected household and for future eligible units, if applicable. Theagency would refer potentially eligible households to the City’s contracted propertymanagement firm for filling the unit(s). Tenants would be responsible for payment ofrent to the City of Foster City and payment of utilities.4. ATTACHMENTS4
