BackgroundThe Virginia Children’s Services Act (Code of Virginia §2.2-5200 et seq.) (“CSA”) blends eight categorical funding streams from four state agencies and creates local interagency Family Assessment and Planning Teams (“FAPT”) to support at-risk youth and families. Services are child-centered, family-focused, and community-based. Emphasis is on reducing out-of-home and out-of-community placements. Agencies are expected to work together to develop community-based alternatives and natural supports.
The Virginia Juvenile Community Crime Control Act (VJCCCA) (Code of Virginia §16.1-309.2 et seq.) establishes a community-based system of progressive intensive sanctions and services developed to fit the needs of juvenile offenders in each locality. The purpose of VJCCCA is to deter crime by providing immediate, effective services which emphasize accountability of the juvenile offender for his/her actions and reduce the pattern of repeat offending. The target population is delinquent or court involved juveniles in need of services or supervision. VJCCCA encourages public and private partnerships in the design and delivery of services and emphasizes parental responsibility. VJCCCA requires a locally driven statewide planning process for services which uses local juvenile justice data and allows localities the autonomy and flexibility to address juvenile offenders’ needs
