Notice is hereby given that the Township of West Orange is requesting sealed bids for the Repair and Maintenance of Buses for the West Orange Public Works Department. The specifications can be obtained in person at the Township of West Orange, 66 Main Street, Purchasing Room 111, West Orange, NJ 07052, during regular business hours, 8:30 a.m. to 4:30 p.m. or by emailing For security reasons, you must enable JavaScript to view this E-mail address. .
Sealed proposals, clearly marked with the title of bid, name and address of party making same, addressed to the Township Council, Township of West Orange will be received by mail, or hand delivery, at the Municipal Building, 66 Main Street, West Orange, NJ 07052. Submission due date is Wednesday, May 20, 2026 at 11:00 a.m. and will be publicly opened and read at that time in Council Chambers of Town Hall located at 66 Main Street, West Orange, NJ 07052. No proposals received after that time will be considered.
Submissions by Corporations, Partnerships and sole proprietors must include a completed Disclosure of Ownership (N.J.S.A. 52:25-24.2), a valid NJ Business Registration Certificate P.L. 2004, c57, and must comply with the Equal Employment Opportunity requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Additional Pay to Play Requirements Contractors are advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Enforcement Commission, pursuant to N.J.S.A. 19:44-20.13(P.L. 2005, c, 271, s.3), if the contractor receives contracts in excess of $50,000 in the aggregate from public entities during the calendar year. It is the contractor’s responsibility to determine if filing is necessary. Additional information on this requirement is available from ELEC at 888-313-3532 or at www.elec.state.nj.us .
As of March 1, 2026, pursuant to the provisions of P.L. 2025, c.72, all Township of West Orange current legal notices will be published on the Township’s official website for at least one week, or other time period as required by law, before transferring the publication to the Legal Notice Archive. The successful bidderwill be expected to provide service in a timely, competent and professional manner. It is recognized that the equipment to beserviced is essential to Township of West Orange’s, to be known as the (“Township”), management operations. Vendors mustbe able to demonstrate the ability and experience to provide superior quality of service. Vendor shall be actively in businessfor at least five (5) years in the maintenance, service, and repair of equipment of similar manufacture, capacity, and operatingcharacteristics as those covered by this contract.Bidders must provide documented proof of qualifications (Certifications) and three (3) references.Term of ContractThis contract shall remain in effect for a period of one (1) year with an option to extend two - one (1) yearperiods based upon available funding. All terms and conditions of the contract shall remain the same for the additionalyearsTime and MaterialsAll quotes for work other than preventive maintenance services (which will be based on an annual cost) will include an hourlylabor rate, overtime, any travel costs, and percentage of markup from wholesale on materials to be provided. Turnaroundtime for repairs to be completed will be 2-3 business days, unless there is an issue with parts shortages.AcceptanceThe Township reserves the right to examine all work performed under this contract. The Contractor will correct any and alldefects and unsatisfactory work found by the Township. The Vendor shall correct said defects and unsatisfactory work at itsown expense.PartsThe Vendor must supply replacement parts equal or greater than Original Equipment Manufacturer (OEM) parts. TheTownship has the right to inspect all parts that will be used by the vendor. All replacement parts must be saved for fourteen(14) days for review by the Township.GuaranteeAny work that is performed under this contract shall be guaranteed for a period of six (6) months from the date ofacceptance. Said guarantee shall survive the expiration of this contract.PaymentPayment shall be made in accordance with Township policy. No payment shall be made without an invoice and signedvoucher (purchase order).a.A detailed invoice for repairs or service shall be given at the time of pick up. Details and specifics onscheduling repair maintenance will be arranged with Garage Supervising Mechanic or designee.b.During the course of this contract, vehicles may be added or deleted by the Townshipof West Orange.CancellationIf in the opinion of the Township of West Orange the contractor is not performing in a satisfactory manner, the Township ofWest Orange may at any time during the contract period terminate the contract by giving thirty (30) days’ notice in writing tothe other party of its intentions to do so for non-compliance with the terms and conditions of the contract. In the event theTownship of West Orange cancels the contract, the contractor shall only be entitled to payments for work properly performedand completed.
