As a public agency, the BHRS AOD is responsible for assisting many of the County’s most vulnerable residents, especially those who are uninsured or underinsured. BHRS AOD provides leadership, coordination, and oversight for prevention, early intervention, treatment and recovery support from alcohol or drug use for children, youth, adults, older adults, and families. San Mateo County Health, Behavioral Health & Recovery Services, Alcohol and Other Drug Services will be recognized as the County throughout this RFI.
BHRS is seeking information from qualified licensed organizations, current or new, to establish and operate Driving Under-the-Influence (DUI) programs: First Offender Program (FOP) and/or Multiple Offender Program (MOP). Programs should be available in the central to southern regions of San Mateo County. The objectives of the DUI FOP and MOP are to enable participants to comply with court ordered participation; increase the safety of others on the roads and highways; offer services to address alcohol and other drug use issues; and decrease the number of DUI incidents among first and repeated offenders. Any interested organization will be recognized as Bidders throughout this RFI.
Bidders who submit a proposal must have the ability to meet the requirements, including the terms and conditions that are outlined. Bidders are required to: Develop proposals that reflect their organizational treatment capacity and experience in providing the DUI FOP and MOP services for which a proposal is being submitted; and justify costs within their budget narratives for providing all required services identified in this RFI. Upon execution of a contract with the selected Bidder, San Mateo County treatment provider will be required to meet the program requirements under the Department of Health Care Services (DHCS) California Code of Regulations (CCR) Title 9. Division 4. Chapter 3 and Health and Safety Code (H&S) section 11836-11838.11.
