A site visit is required by Owner as a condition ofContract award.II.Execution2.1 Examination of Documents and SiteA.Bidders shall carefully examine the Contract Documents and the construction site toobtain first-hand knowledge of existing conditions.B.Successful bidder will be denied any application for extra payments for conditions whichcan be determined by visually examining the site and the Contract Documents.2.2 Pre-bid Meeting / Site VisitA.A site visit is required and bids will not be accepted from bidders who have not inspectedthe site to obtain first-hand knowledge of existing conditions.B.A pre-bid meeting will be conducted at the start of the scheduled site visit.C.Each bidder shall inspect the site and become familiar with existing conditions andlimitations of the site, means of access to the site and to work areas, relationship ofexisting and new work, and other conditions which might affect the proper performanceand completion of the work.D.No allowance will be made after bid opening for cost estimation errors attributable to anyfailure to account for existing conditions and/or consider of any and all limitations on or ofthis scope of work.E.Successful bidder will be denied any application for extra payments for conditions whichcan be determined by visually examining the site.F.Bidder’s representative shall report to the Owner’s Representative and register his name,phone number, and name of the company, signing in as verification of his site visit.G. Contractor’s request foradditional payment, additional time, or reconsideration of their bid will be denied if theclaim is based on reliance on the figured dimensions shown on the Contract Documentsonly.2.3 Questions, Interpretations, and AddendaA.Should any bidder find discrepancies between the site markings and the Project Manual,or be in doubt as to their exact meaning, he should notify the Owner at once. Subcontracts and material contracts shall not be awarded unlessand until they have been approved by the Owner. Superintendents (primary contractorsand principal sub-contractors) shall not be changed during the construction on this projectwithout the Owner’s prior approval in writing.B.Names of proposed principal sub-contractors must be listed on the Bid Proposal Form.2.9 Award of ContractA.Material proposals to be used for the completion of work, the competency, solvency,reputation, and responsibility of the bidders, start/completion/duration times, and otherissues deemed relevant by the Owner and the Engineer will be considered. Requirements3.1 Proof of Insurance - shall be maintained and a copy shall be provided to the College. Nochanges are permitted in the insurance coverage unless agreed to in writing by the College.Insurance shall be maintained for the following coverages in the amounts stated below.1.Commercial general liability insurance (occurrence form) with respect to the premises,including contractual and products/completed operations coverages. The limits of liabilityare not to be less than $1,000,000 combined single limit of bodily injury and propertydamage per occurrence and $2,000,000 combined single limit of bodily injury andproperty damage annual aggregate.2.Automobile liability insurance with limits not less than $1,000,000 combined single limit ofbodily injury and property damage per accident. Statutory workers’ compensationemployer’s liability.3.Umbrella or excess liability with limits not less than $2,000,000 per occurrence andaggregate.4.Professional liability insurance. Specify amounts carried.3.2 Contract Terms and Conditions – The awarded Supplier’s bid response shall be subject to, andgoverned by the College’s Terms and Conditions for services located athttps://www.wccnet.edu/business/purchasing-terms-services.php as a condition of award, and arehereby incorporated herein as a substantive part of the solicitation documents. In the event thereis any conflict or inconsistency between the Terms & Conditions referenced in the RFBdocuments and those included in a Supplier’s Bid response, Supplier’s quote, or listed on theSupplier’s website, the Terms & Conditions of the RFB documents shall govern.IV. Bid Scope4.1 The work shall adhere to all specifications as outlined in the Contract Documents and BidDrawings.4.2 General RequirementsA.Contractor shall be aware of the milestone schedule durations for this project. Thecontractor shall provide a schedule/workplan on obtaining the necessary permits,materials, procurement of long-lead items, to begin work and complete the work asscheduled for review by the Construction Manager at the Post-Bid Conference.B.Provide barricades, including shoring and fencing required to maintain required safetyregulations as defined by OSHA.C.Coordinate and adhere to all State and local building codes relative to this Contractor'swork. This Contractor is to obtain and pay for all special permits associated with thiscategory.D.On an on-going basis all identifiable trash or debris is to be cleaned up by the tradecontractor who created it on a daily basis.E.Laydown area is limited. This will beclosely monitored.4.3 Scope of WorkThe work of this bid category includes but is not limited to providing all labor, equipment, materials,scaffolding, hoisting and incidentals to complete the maintenance work in accordance with thespecifications, drawings and applicable codes.This maintenance agreement will include all the preventative maintenance and testing requirements for allof Washtenaw Community College switch gear and transformers over a 3-year period. A third of each ofthe buildings will be completed each year, with costs invoiced annually. The vendor will providecomprehensive reports of the preventative maintenance & trend the results of those reports to identifypotential problems. Documentation of the test results and final condition reporting must be provided afteronsite visits. As part of this contract the vendor will update and verify current electrical drawing (one lines)to actual to be posted in each substation, as well as provide electronic copies.THE SCOPE OF WORK IS TO INCLUDE, but is not limited to, the following items:Testing as outlinedAIR SWITCHES: LOW-VOLTAGEVisual and Mechanical Inspection and Testing will include the following:• Inspect for physical and mechanical condition.• Check for proper anchorage and required area clearances.• Perform mechanical operation tests.• Check blade alignment.• Check each fuse holder for adequate mechanical support of each fuse.• Check tightness of bolted connections and/or cable connections.• Test all electrical and mechanical interlock systems for proper operation and sequencing.• Clean entire switch.• Check proper phase barrier materials and installation.• Lubricate as required.• Exercise all active components.• Inspect all indicating devices for proper operation.• Perform insulation-resistance tests.• Perform contact-resistance testAIR SWITCHES: MEDIUM-VOLTAGE, METAL-ENCLOSEDVisual and Mechanical Inspection and Testing will include the following:• Inspect for physical and mechanical condition.• Check for proper anchorage and required area clearances.• Verify that fuse sizes and types correspond to drawings.• Perform mechanical operation tests in accordance with manufacturer’s instructions.• Check blade alignment and arc interrupter operation.• Verify that expulsion-limiting devices are in place on all holders having expulsion-type elements.• Check each fuse holder for adequate mechanical support for each fuse.• Test all electrical and mechanical interlock systems for proper operation and sequencing.• Verify proper phase-barrier materials and installation.Page 5 of 14
