MoDOT Project #ARPA23PORTSGRANT141INVITATION TO BIDSealed proposals, addressed to:St. Joseph Regional Port Authority3003 Frederick AvenueSt. Joseph, Missouri 64506and endorsed "Proposal" for providing a sheet pile wall & conveyor foundation repair and associated sitework. Sealed proposals and bids will be received by the St. Joseph Regional Port Authority until 9:30a.m. (Prevailing Local Time) on the 14th day of April, 2026, at the office of the Regional Port Authorityat the St. Joseph Chamber of Commerce, 3003 Frederick Avenue, St. Joseph, Missouri 64506, and at thattime will be publicly opened and read.The proposed work includes, but not limited to:Existing concrete removal and existing sheet pile wall repair with waler and tiebacks, andexisting conveyor system foundation repair. Additional improvements include replacing 900L.F. of 1” cable between existing winches (Alternate No. 1). Additional alternates includeconcrete replacement in lieu of base rock infill (Alternate No. 2) and helical pile supportedcrane pad (Alternate No. 3). Three additional paving alternates are also included with this bidpackage.Special Needs: If you have special needs addressed by the Americans with Disabilities Act, pleasenotify the St. Joseph Chamber of Commerce, at (816) 364-4110 or through Missouri Relay System,TDD 7-1-1, at least five (5) working days prior to the bid opening you plan to attend.The wage rates applicable to this project have been predetermined as required by the law and are set forthin the bid proposal.A Pre-Bid conference will be held at the St. Joseph Regional Port located at 1616 Stockyards Expressway,St. Joseph, Missouri 64501 on April 1st, 2026, at 10:00 a.m. Pre-Bid is not mandatory but is highlyencouraged.The St. Joseph Regional Port Authority hereby notifies all bidders that it will affirmatively ensure that inany contract entered into pursuant to this advertisement, businesses owned and controlled by socially andeconomically disadvantaged individuals will be afforded full opportunity to submit bids in response tothis invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age,ancestry, or national origin in consideration for an award.Plans and specifications may be inspected at the St. Joseph Chamber of Commerce and completeinstructions of bidders and proposal blanks may be obtained from Snyder & Associates at 802 Francis,St. Joseph, MO 64501 (816.364.5222) upon the receipt of Forty dollars ($40.00). Payment is non-refundable. Only contractors who have paid for plans and specifications and are listed on the planholders list will be eligible to bid.Missouri Law, 292.675 RSMO, requires the awarded Contractor and its subcontractor(s) to provide a ten-hour occupational safety and health administration (OSHA) construction safety program (or aS&A Project No. 124.0711.111MoDOT Project #ARPA23PORTSGRANT141similar program approved by the Missouri Department of Labor and Industrial Relations as a qualifiedsubstitute) for their on-site employees (laborers, workmen, drivers, equipment operators, and craftsmen)who have not previously completed such a program and are directly engaged in actual construction of theimprovement (or working at a nearby or adjacent facility used for construction of the improvement).The awarded Contractor and its subcontractor(s) shall require all such employees to complete this ten-hour program, pursuant to 292.675 RSMO, unless they hold documentation on their prior completion ofsaid program. Penalties for non-compliance include Contractor forfeiture to the Missouri Highways andTransportation Commission in the amount of $2,500, plus $100 per Contractor and sub-contractoremployee for each calendar day such employee is employed beyond the elapsed time period for requiredprogram completion under 292.675 RSMO.The project will be awarded to the lowest, responsive, responsible bidder. Bidders must be on MoDOT’spre-approved contractor list.Proposals must be on forms provided in the Specifications and Contract Documents. The right is reservedto reject any or all bids.ST.
