Project Description: The City of Westerville is seeking proposals from professional services providers with demonstrated experience in water, sewer, and stormwater utility rate design studies. Although the City of Westerville conducts annual internal financial reviews and service rate adjustments for its water, sewer, and stormwater utilities, it seeks an outside consultant to perform a comprehensive analysis. This analysis is intended to better understand the full cost of providing these services, including ongoing operating and capital replacement and expansion needs. The consultant shall report their findings in a manner that can serve as a basis for making informed policy decisions regarding fees and rates, establishing the appropriate level of future revenues needed to cover future operating and capital costs. The rate analysis should focus on the City's needs over the next five years, with projections and financial models extending through the next ten years.
