Clarifications to the original Request for Proposals for CDBG Grant Professional

Administration Services have been deemed necessary.

Addendum No. 2 shall become part of RFP 2026.08 for CDBG Grant Professional Administration

Services.

Clarifications:

1. Scope of Work – Section B (Construction Management), Item vi: This provision appears to

indicate that the grant administrator may provide architectural and engineering plans.

However, Calhoun County has issued a separate RFP for architectural and engineering

services. Please clarify whether proposers under this RFP are expected to include these

services in their bids, or whether architectural and engineering services should be addressed

solely through the separate RFP. The provision states may. Proposers will work closely

with the Engineer that is selected for all grants and may help create plans as needed.

2. Scope of Work - Section D (Environmental Services): This provision appears to indicate that

the grant administrator will provide environmental services. However, Calhoun County has

issued a separate RFP for that covers all of these services. Please clarify whether proposers

under this RFP are expected to include these services in their bids, or whether environmental

services should be addressed solely through the separate RFP. Proposers will be

responsible for submitting Environmental services as stated in the RFP.

3. Administrative Professional Services Rating Sheet: Based on the answers provided in the first

two questions, will the scoring sheet be updated accordingly? The scoring sheet will not be

updated.

4. General Overview (page 3 of RFP pdf) regarding Project Status: Can the County provide

additional context regarding the anticipated timing and status of project development under

this solicitation, including whether the selected provider will support new CDBG

applications, previously identified projects, or a combination of both? We do not have any

planned projects at this time. The provider will provide support for new CDBG grants.

5. Scope of Work (page 4 or RFP pdf) regarding Scope Focus: Given the scope includes both pre-

funding and post-funding services, can the County clarify how it anticipates utilizing the

selected provider(s) across these phases, particularly in relation to application development

versus project implementation? Pre-funding services could be include looking for grants,

submitting and apply for qualified grants. Post-funding

6. Scope of Work (page 4 pf RFP pdf) regarding Project Volume/Definition: Can the County

provide any available information regarding the anticipated number, type, or funding range of

projects to be supported under this contract to assist respondents in developing an

appropriate scope and cost structure? At this time the County does NOT have any

anticipated grants.
