Sealed bid proposalscan also be hand delivered from 8:45 a.m. to 9:00 a.m., Monday, December 1, 2025 to the Alabama State Port Authority(ASPA) in the International Trade Center Building, 250 North Water Street, 1st floor – Killian Room, Mobile, AL. Faxed orelectronic submitted bids will not be accepted.The work consists principally of providing bonds, labor, materials, equipment, and supervision necessary for thewidening, realignment, paving and striping of Alabama State Docks Boulevard at the Main Gate. Work will also includedemolition and replacement of existing concrete islands and placement of owner provided guard shacks. As an additive,work may include the fabrication and construction of two canopies over the new concrete islands. The Contractor will berequired to complete the base bid work under the Contract within 60 calendar days of the effective date of “Notice toProceed”.All Contractors submitting bids are to carefully examine the site of the proposed work by appointment only andthoroughly review the contract requirements prior to submission of a bid proposal. Each Bidder shall satisfy oneself asto the character, quality, and quantities of work to be performed, and as to the requirements of the proposed Contract.The submission of a proposal shall be proof that the bidding Contractor has made such examination and is satisfied as tothe conditions to be encountered in performing the work and as to the requirements of the proposed Contract. Allbidding Contractors must hold the proper license from the State Licensing Board of General Contractors, Montgomery,Alabama with the classification licenses necessary for this work.Specifications, proposal forms, bond forms, bidder instructions, and plans are available for download athttps://www.alports.com/procurement/ . Performance and Payment bonds will be required at the signing of the contract in anamount not less than One Hundred (100%) percent of the contract price.No bid will be considered unless the bidder, whether resident or non-resident of Alabama, is properly qualified to submita proposal for this work in accordance with all applicable laws of the State of Alabama. This shall include evidence ofholding a current license as required from the State Licensing Board for General Contractors, Montgomery, Alabama withthe classification being BC, BCU4, HS, MU, H/RR or a combination of specialty licenses necessary for this work. In addition,non-residents of the State must show evidence of having qualified with the Secretary of State to do business in AL.Bids will be publicly opened at 9:00 a.m., Monday, December 1, 2025 in the International Trade Center Building, 250North Water Street, first floor – Killian Room, Mobile, AL. Replies will be issued by Addenda posted to the website and/or delivered to all parties recorded as havingreceived the bidding documents. All addenda so issued shall become part of the Contract Documents. Only questionsanswered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legaleffect. Deadline for submitting questions is 9:00 a.m., Monday, November 21, 2025.2.0 APPENDICES - N/A3.0 PREQUALIFICATION OF BIDDERSNo proposal will be considered from any Contractor unless he is licensed to bid and perform this work in the State ofAlabama and has complied with the requirements of Paragraph SP-04 of the DIVISION III Special Provisions.4.0 SUBMISSION OF PROPOSALSBefore submitting his proposal, the Contractor shall comply with the following:(a) The Proposals, including the acknowledgement of addenda, shall be filled in ink on the form provided hereinand all blank spaces in the form shall be fully filled. The signature shall be in long hand and the complete formshall be without interlineations, alteration or erasure.(b) If the Bidder is a corporation organized in a state other than Alabama, attach to the Proposal a certificate fromthe Secretary of State showing that the Corporation is qualified to transact business in Alabama.(c) Attach a certified check or Bid Bond in the amount of 5% of the Proposal, but not more than $10,000 madepayable to the Alabama State Port Authority.(d) Non-resident (out of state) Contractors shall attach all items included by SP-6.(e) Attach a copy of the Contractor’s State of Alabama General Contractor’s License to Proposal.(f) Certificate of Compliance with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act (see page I-9)(g) Documentation of previous experience as prime contractor in accordance with Division III – SP-04 – Qualificationof BiddersOne copy of Item (a) through (g) should be placed in a sealed envelope with the bidder’s name, Contractor’s Licensenumber, the project name and number, and the time and date of bid opening shown on the outside.Form ENG-FR-004 Spec Book Div 1 TemplateLast Revised 10/31/11
