Limit your letter of interest to nomore than three pages total. This letter should include a statement to indicate your firm’s understanding ofthe project. It should also include any other information which might help us in the selection process,including key personnel you would assign to the project and the backgrounds of those individuals, and anysub-consultants you would propose to use, and an indication of your firm’s approach to promoting anddeveloping a diverse workforce. MoDOT is committed to reflecting the diversity of the communities weserve and we expect our partners to do the same. We will utilize the consultant information already on fileso we will not need a lengthy submittal of other general company information. In addition, please attach onepage with detailed information on similar projects that your key personnel have worked on. Indicate the roleyour key personnel played in the projects and include reference contact information.DBE firms must be certified by the Missouri Department of Transportation in order to be counted asparticipation towards an established DBE Goal. We encourage DBE firms to submit letters of interest asprime consultants for any projects they feel can be managed by their firm. We also encourage both DBEfirms and non-DBE firms to consider joining MoDOT’s Mentor/Protégé program whenever possible as partof a MoDOT project.MoDOT will evaluate firms based on: Project Understanding & Innovation, Past Performance,Qualifications of Personnel Assigned, General Experience of Firm, Familiarity/Capability, Accessibility ofFirm & Staff. This project also consistsof removing and replacing the bridge deck of existingstructure F0565 on MO 114 in Stoddard County.VariousApproximate Construction Cost: $2,684,000.00DBE Goal (if applicable)0%Consultant Services Required: Construction Inspection/Material Testing.The consultant will provide professional, technical, and otherpersonnel, equipment, material, and all other thingsnecessary for field inspection for a bridge deck replacementand a total bridge replacement on MO 114 in StoddardCounty.The consultant shall provide quality assurance (QA)inspection oversight for roadway construction. Additionalservices to be provided by the consultant include fieldinspections of all work and contract activities, on-site materialQA testing, project documentation, traffic control oversite,measurement and payment of work performed, andpreparation of other reports and documentation as required byMoDOT such as daily work reports, material reporting, payquantities, CUF reviews, wage rate interviews, bulletin boardinspections, estimates generation, change orders generation,and as-builts final plans, and contractor performance ratings.Onsite QA inspections will include but not limited to concretetesting, asphalt testing, sampling asphalt aggregate forgradations, base rock gradations, density checks, and soildensities. All QA material testing shall follow MoDOT’s ITPand frequencies along with regulations set forth in theMissouri Standard Specifications for Highway Construction,Job Special Provisions within the contract, applicablecategories of the EPG, and the directives found under “QualityManagement” on MoDOT’s website.The consultant will be required to use MoDOT’sAASHTOWare Project program and SharePoint for all projectdocumentation and record keeping. All consultant staffperforming QA material testing shall be certified throughMoDOT’s technician certification program.The Consultant shall provide a Resident Engineer to overseethe work completed by the Consultant inspector. ThisConsultant Resident Engineer responsibilities shall include butOther Comments:is not limited to being available to answer all contractorquestions, address issues that arise on the project, andcorrespond with MoDOT’s Resident Engineer about any workdue to changing site conditions.All change orders will be completed by the consultantinspector in AASHTOWare, changed to pending, and anotification sent to the MoDOT RE for review for review andfinal signature(s).The semi-final inspection will be completed by the consultantinspector and will be signed by MoDOT’s Resident Engineerwhen all corrections have been completed. The Finalinspection will also be signed by MoDOT’s Resident Engineeronce all exceptions have been completed.
