CONTRACT DOCUMENTSTOWN OF NORTH HAVEN,CONNECTICUTLOOP DETECTORREPAIR/REPLACEMENTVARIOUS LOCATIONS INNORTH HAVENCONSTRUCTION SPECIFICATIONSBID #26-14JANUARY 2026FINANCEINVITATION TO BIDTOWN OF NORTH HAVENSealed bids from qualified contractors for Loop Detector Repair/Replacement, Various Locationsin North Haven (Bid No.: 26-14), will be received at the Engineering Office, Town Hall Annex,5 Linsley Street, Room 206, North Haven, Connecticut, until January 22, 2026 at 10 am, atwhich time and place they will be opened and publicly read. Plans and Specifications may beobtained from the Finance Office. After bids are received the Director of Finance andAdministration may analyze whether vendors have submitted comparable bids and meet therequirements called for. In reviewing the bids, the Director of Finance and Administration mayconsider the past performance, financial responsibility, and sales and service experience of thevendors. The Director of Finance and Administration reserves the right to reject any or all bids, towaive any defects in same, or to choose to make purchases other than strictly in accordance withprice considerations, and/or to choose other than the lowest bidder, if it be deemed in the bestinterest of the Town of North Haven. The terms and conditions below are accepted by each bidderupon submission of a bid to the Town. All bidders are expected to fully informthemselves as to the conditions, requirements and specifications before submitting bids.Failure to do so will be at the bidder’s own risk.The terms and conditions outlined in the invitation to bid become part of the formalcontract following award, unless specified otherwise.CONDITIONS OF BIDDING1. PROPOSAL FORMS: The bidder shall maintain one (1) copy of all submittedproposals and submit the original signed copy in a sealed envelope marked with thetitle of the Bid, Bid opening date and time on the outside.2. ADDENDUMS: It shall be the bidder’s responsibility to check with the Town for anyAddenda to the original invitation to bid.3. LATE BIDS: Bids received after the bid deadline shall not be accepted. Requests towithdraw a bid received after the date and time specified for bid opening will not beconsidered.4. WITHDRAWAL OF BIDS: Bids may be withdrawn by written authorization only,prior to the date and time specified for time of opening.5. MAILING OF BIDS: All bids are to be mailed in an envelope marked with the title ofBid and Bid Opening date and time and directed to the Finance Office. Vendors areencouraged to allow sufficient time for mailing of bids. The Town of North Havenassumes no responsibility for postal delays.All bids received will be stamped by date and time received by the FinanceDepartment. This date of receipt will prevail over postmark date.6. OPENING OF BIDS: The bids will be opened publicly and, at the Town’s discretion,read aloud. Vendors are welcome and are encouraged to attend bid openings.Bid openings will be listed by vendor name, address and bid amount only. Bidtabulation will be done at a separate time following bid opening and will be availableto the public following contract award.7. BID COMPLETION: All information required by the invitation must be complete toconstitute proper bid. Failure to do so may, if deemed to be in the best interest ofthe Town, result in disqualifying the bid.GC-1The Town of North Haven reserves the right to reject any or all bids, or any part of abid or to waive defects in bids if, in the Town’s sole discretion, rejection is deemed tobe in the best interest of the Town of North Haven.All bids submitted shall be binding for sixty (60) calendar days following bid-openingdate, unless otherwise specified. The bidder may agree to an extension at therequest of the Finance Department. All extensions are to be authorized in writing .10. PAYMENT TERMS: Prepayment discounts for early payment are preferred. Allothers to be Net 30 days unless otherwise specified.11. BIDS FOR ALL OR PART: Bidders may restrict their bid to consideration in theaggregate by so stating but should include a unit price on each item bid upon. Anybid in which the bidder names a total price for all articles without quoting a unit pricemay be rejected at the option of the Town of North Haven.12. ERROR IN BIDS: Any mistake in a bid which is obviously a clerical error such as aprice extension, decimal point error or FOB terms may be corrected by the FinanceDepartment, following bidder verification. Clerical errors detected at the bid openingwill be corrected and initialed by the Finance Department, vendor and a witness ifpresent. If an error exists in the extension of prices, the unit price shall prevail.13. RESPONSE TO INVITATIONS: In the event you are unable to bid on ourrequirements as specified, in the invitation to bid, forward a letter to the FinanceDepartment indicating your intention not to bid and a brief explanation as to why youare unable to bid.14. MULTIPLE BIDS: No bidder will be allowed to offer more than one bid price oneach item, although alternate models or styles may meet specifications. Alternateswill be considered only if requested in the original bid package. Any alternate notspecified will be rebid if in the best interest of the Town. If the bidder submits morethan one price on any item, all prices for that item may be rejected at the discretionof the First Selectman.15. TAXES: The Town of North Haven is exempt from all State and Local taxes.16. EQUIPMENT SPECIFICATION AND/OR DESCRIPTIONS: Each bidder shallsubmit, when requested by the Finance Department, catalogs, descriptive literatureand detailed drawings, fully detailing features, designs and construction necessary tofully describe the material or work he proposes to furnish.17. BID BOND, CERTIFIED CHECK, OR CASHIER’S CHECK: Unless otherwisestated in the Invitation to Bid, each bid shall be accompanied by a bid bond issuedby a surety company authorized to do business in Connecticut or by a cashier’s checkor certified check made payable to the Town of North Haven, Connecticut. Theamount of the bid deposit shall be 10% of the total base bid unless otherwisespecified.GC-2
