Huron River DriveAnn Arbor, MI 48105-4800PHONE: (734) 677-36031.0 Proposal InvitationWashtenaw Community College (“College” and/or “WCC”) seeks proposals from vendors that can fulfillthe deliverables as outlined in this RFP. The major goal of this project is to provide a redundant/secondarycampus-wide Internet connectivity provider.The purpose of this RFP is to assess the current availability of the selections outlined herein. The College,at its sole discretion, may consider the closest comparable substitution for award. The selected supplierwill be able to provide all deliverables outlined in the RFP.Response to this RFP confirms an understanding that this is not a contract or offer of business by theCollege. This request for proposal in no manner obligates the College to the eventual purchase of anyproducts or services described, implied, or which may be proposed, until confirmed by written agreement,and may be terminated by the College without penalty or obligation at any time prior to the signing of anagreement, contract, or purchase order. In submitting a proposal, Supplier agrees that all materialsassociated with, attached to, or referenced by the submitted proposal will become the property of theCollege and may be incorporated into a subsequent contractual agreement between the successfulSupplier and the College.The College is not liable in any manner or to any extent for any cost or expense incurred by the Supplierin the preparation, submission, presentation, or any other action connected with proposing or otherwiseresponding to this RFP. Such exemption from liability applies whether such costs are incurred directly bythe Supplier or indirectly through the Supplier’s agents, employees, assigns, or others, whether related ornot to the Supplier.The College reserves the right to reject any and all proposals and waive any irregularities. Proposals whichfail to comply fully with any provisions of this document may be considered invalid and may not receiveconsideration. The College also reserves the right to negotiate terms and conditions of a contract with thechosen Supplier. The College reserves the right to award a contract based on any combination of thespecifications described herein.The awarded Supplier’s proposal response shall be subject to, and governed by the College’s Terms andConditions for Product Purchase and Installation, located at:https://www.wccnet.edu/about/purchasing/purchasing-terms-products.php, as a condition of award,and are hereby incorporated herein as a substantive part of the solicitation documents. In the eventthere is any conflict or inconsistency between the Terms & Conditions referenced in the RFP documentsand those included in a Supplier’s Proposal response, Supplier’s quote, or listed on the Supplier’swebsite, the Terms & Conditions of the RFB documents shall govern. Proposal submissions must includeall exceptions to the College’s terms and conditions of purchase. A purchase order signed by anauthorized agent of the College is required to constitute acceptance of Proposal offer and offer termsand conditions of service. This RFP and any subsequently offered contracts will be governed by the lawsof the State of Michigan. As required by law, any information submitted in response to this request for proposal could becomepublic information. Suppliers responding to this proposal are cautioned not to include any proprietaryinformation as part of their proposal unless such proprietary information is carefully identified in writingas such and accepted by the College as proprietary. Any documents submitted may be reviewed andevaluated by any person at the discretion of the College, including non-allied and independent Suppliersretained by the College now or in the future.Timing is critical. The College is looking to implement a Secondary/Redundant Internet Service on orbefore July 15th, 2026.Preference will be given to the suppliers who can meet the specifications provided or closest substitutesas determined by the College. Award of a contract will be based on the proposal whose offering bestmeets the needs of the College. Criteria for award of a contract include but are not limited to:adherence to technical requirements, technical support offerings, professional & educational references,and implementation timeline.The College reserves the right to request follow-up information such as questions, presentations, anddemos prior to contract award.2.0 Planned RFP ScheduleRFP Timeline:RFP Issued: June 16th, 2026.Submission of Written Questions from Prospective Bidders: June 18th, 2026, 2:00pm EDT.College will post Responses to Written Questions: June 22nd, 2026, 2:00pm EDT.RFP Due Date: June 24th, 2026, 2:00pm EDT.3.0 Specifications/Requirements1. The awarded vendor shall implement a campus-wide, redundant internet service that operatesindependently of the College's primary internet service provider. The College’s primary IT data center ishoused within its Main Campus, on the third floor of the Student Center Building. The awarded firm shallsupport a multi-building network of diverse physical infrastructure, providing reliable connectivity forWCC’s Network functions including, but not limited to, Academic Instruction, Administrative & StudentServices, Online Learning Platforms, cloud-based applications, and public-facing services.2. Please detail your firm’s background, including a company overview, number of years in business, highereducation references, Michigan references, Network Operations Center (NOC) information, escalationprocedures, and monitoring capabilities.3. Huron River DriveAnn Arbor, MI 48105-4800PHONE: (734) 677-3603Requirements:Shipping point:Delivery:Specifications:Provide pricing, pricing structures, lead times, technical specifications, and, if applicable,sample contracts for implementation of a reliable, campus-wide secondary internet service.Proposals shall include all system requirements, including infrastructure, hardware,software, support, security, service, and maintenance requirements.Technical Requirements:Proposals shall demonstrate the firm's ability to provide connectivity within the followingminimum technical requirements:-Dedicated secondary Internet access service.-Symmetrical bandwidth.-Unmetered service.-24x7x365 availability.-Fiber-optic delivery.-Route diversity documentation.-BGP routing support.-Availability: 99.99% or greater.-Packet loss: less than 0.1%.Technical Support:Awarded supplier must provide technical support including rapid fault response andrestoration.
