Project Description: Notice is hereby given that sealed proposals will be received by the Steel Rivers COG via PennBid at https://pennbid.bonfirehub.com. Bid Proposals will be received until 10:00 am prevailing time on July 23, 2026. At 10:00 am prevailing time, bids will be publicly opened and read immediately thereafter for the following projects:
CD 51-7.6e – Birch Alley Reconstruction, Elizabeth Borough. Location: Birch Alley between Walker & Ekin Streets. Mill 1100 SY, install geotextile fabric, 2A mod stone, binder and wearing courses, wedge curb, 2 storm water inlets, pvc pipes to storm sewer & manhole, street restoration, all incidentals as required by municipal engineer. 60-day completion. MANDATORY PRE-BID MEETING THURS, JULY 16, 12:00PM AT WORK SITE.
Contract Specifications, Instructions to Bidders, General Conditions, Form of Proposal and Agreement can be obtained via PennBid at https://pennbid.bonfirehub.com. Proposals to receive consideration must include a Bid Bond in an amount equal to ten percent (10%) of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will immediately enter into Agreement after the Notice of Award of the Contract and commence start of construction immediately thereafter.
“Compliance is required with Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses. Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968 (as amended), and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the “Section 3 Clause” as set forth in 24 CFR, Part 135.38. Moreover, compliance is required by the prime contractor and all subcontractors with the document entitled federal General County Conditions that is included with the bid materials furnished, these federal General County Conditions to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s).”
The Steel Rivers Council of Governments reserves the right to waive any informalities or to reject any or all proposals, or any part thereof. No Bidder may reject his/her bid for the period as specified in the project bid documents after the scheduled closing time for receipt of bids.
