West Virginia Parkways AuthorityREQUEST FOR QUOTATIONThe West Virginia Parkways Authority will receive bids for the following:RFQ - SENTINELONE OR EQUALBids will be received at the office of the WV Parkways Authority, Beckley South Building, 374George St, Beckley, WV, until 2 PM on Tuesday, January 6, 2026.If bids are mailed via U.S. Postal Service regular mail, they must be addressed to: Attn: Directorof Purchasing, WV Parkways Authority, 374 George St, Beckley, WV 25801. Please note thatmail is picked up by the Authority once daily between 12 PM and 2:00 PM.Bids delivered via Drop-Off, Express Mail One-Day Service, Federal Express (FedEx), UnitedParcel Service (UPS), or similar services must also be sent to the above address, with attention toDirector of Purchasing.It shall be the bidders' responsibility to determine their method of delivery such that their bids willarrive in the Authority's office at least 5 minutes prior to the scheduled bid opening. Bids receivedin the Authority's office after the scheduled opening will be returned to the bidder unopened. All bidsmust be enclosed in a sealed envelope bearing the name and address of the bidder and must bemarked “RFQ – SENTINELONE OR EQUAL”. The WVPA is an Equal Opportunity Employer.INSTRUCTIONS TO VENDORS SUBMITTING BIDS1.0 REVIEW DOCUMENTS THOROUGHLY: The attached documents contain a solicitationfor bids. Please read these instructions and all documents in their entirety. These instructionsprovide critical information about requirements that if overlooked could lead to disqualification ofa Vendor’s bid. All bids must be submitted in accordance with the provisions contained in theseinstructions and the Solicitation. Failure to do so may result in disqualification of such Vendor’sbid.1.1 Questions: All questions must be submitted in writing. Questions regarding this RFQ shouldbe directed to Wesley Vandall, Director of Purchasing, Phone 304 681-2922, fax 304 256-6674 oremail: dhornsby@wvturnpike.com. Deadline to submit written questions: Monday, December 29,2025 by 2 P.M. Non-written discussions, conversations, or questions and answers regarding thissolicitation are preliminary in nature and are nonbinding. Submitted emails should have theproposal solicitation name in the subject line. Only information issued in writing and added to theSolicitation by an official written addendum is binding.1.2 Registration: Prior to contract award, the apparent successful Vendor must be properlyregistered with the West Virginia Purchasing Division www.wvoasis.gov, WV Secretary of State,WV State Tax Department, as applicable, and any other entities as necessary. Each of these entitieshas different fees that may be applicable to their respective registration requirements.1.3 No Debt Certification: In accordance with West Virginia Code §§ 5A-3-10a and 5-22-1(i),the State is prohibited from awarding a contract to any bidder that owes a debt to the State or apolitical subdivision of the State. By submitting a bid, or entering into a contract with the State,Vendor is affirming that (1) for construction contracts, the vendor is not in default on any monetaryobligation owed to the state or a political subdivision of the state, and (2) for all other contracts,that neither vendor nor any related party owe a debt as defined above and that neither Vendor norany related party are in employer default as defined in the statute cited above unless the debt oremployer default is permitted under the statute.1.4 Traditional Vendor Preference: Vendors that meet certain requirements are entitled to a pricepreference when bidding on 1) motor vehicles and 2) construction and maintenance equipment andmachinery used in highway and other infrastructure projects. Vendors must request the preferencein writing at the time of bid submission and provide (at the time of bid submission) alldocumentation necessary to prove its entitlement to the preference requested to be eligible. Thispreference is applied by increasing the bids of other vendors in comparison with the preferencerecipient.1.5 Reciprocal Preference: The state of West Virginia applies a reciprocal preference to allsolicitations for commodities and printing in accordance with W.Va. Code § 5A-3-37(b). In effect,non-resident vendors receiving a preference in their home states will see that same preferencegranted to West Virginia resident vendors bidding against them in West Virginia.In order to receive the reciprocal preference, vendors must identify themselves as a West Virginiavendor, provide (at the time of bid submission) all documentation required by W. Va. CSR § 148-1-6.4.d.1. to prove its status as a resident of West Virginia, and request in writing (at the time ofbid submission) that reciprocal preference be applied. The required documentation must include,but is not limited to:A. A Certificate of Good Standing from the West Virginia Tax Division;B. Documentation filed with the Secretary of State showing the state of incorporation, theaddress of all officers, the corporate headquarters, the address of the principal place ofbusiness, and other pertinent information. Entities not required to file with the Secretaryof State may provide an affidavit confirming that the headquarters or principal place ofbusiness is in West Virginia, along with a copy of a utility bill in the name of the businessentity;C. A copy of the most recent personal property tax ticket showing taxes have been paid; andD. An affidavit confirming that the business entity has paid all applicable business taxesimposed by Chapter 11 of the West Virginia Code.1.6 SWAM Preference: A non-resident vendor certified as a small, women owned, or minority-owned (SWAM) business, pursuant to W. Va. Code § 5A-359, shall be provided the samepreference made available to any resident vendor. The SWAM rules found in W. Va. § 148 C.S.R.22-9 further explain that a non-resident SWAM business will receive the highest preference madeavailable to a resident vendor in the solicitation for which the SWAM business has submitted abid. In order to obtain this preference, however, a non-resident SWAM business must identify itselfas such in writing with the bid and must be properly certified under the rules governing certificationpursuant in W. Va. § 148 C.S.R. 22-1 et seq.REQUEST FOR QUOTATIONSentinelOne or EqualSPECIFICATIONS1. PURPOSE AND SCOPE: The West Virginia Parkways Authority (WVPA) is solicitingbids to establish an open-end contract for SentinelOne or Equal.2. DEFINITIONS: The terms listed below shall have the meanings assigned to them below.Additional definitions can be found in Section 2 of the General Terms and Conditions.2.1 “Annual Purple Query” means the total number of AI-powered investigation, threat-hunting, or analytical queries permitted per year within SentinelOne Purple AI or anequivalent artificial intelligence investigation capability.2.2 “Contract Item” means the list of items identified in Section 3.1, below and on thePricing Page.2.3 “Compatible” means capable of operating within the WVPA’s existing environmentwithout requiring replacement of infrastructure, identity systems, or security tools.2.4 “EDR” means Endpoint Detection and Response.2.5 “Equal” means a product that meets or exceeds all functional, security, performance,and management capabilities of the currently deployed SentinelOne solution, asdetermined by the WVPA.2.6 “Pricing Page” means the pages, attached as Exhibit A, upon which Vendor shouldlist its proposed price for the Contract Items.2.7 “Solicitation” means the official notice of an opportunity to supply the State withgoods or services that is published by the West Virginia Parkways AuthorityPurchasing Division.2.8 “WVPA or “Agency” means the West Virginia Parkways Authority.Revised 10/27/2014REQUEST FOR QUOTATIONSentinelOne or Equal3. GENERAL REQUIREMENTS:3.1 Mandatory Contract Item Requirements: Contract Item must meet or exceed themandatory requirements listed below. Failure to meet any mandatory requirementmay result in rejection of the bid as non-responsive.3.1.1 SentinelOne-1-500 Devices or Equal3.1.1.1 Complete protection platform with AI (Per Workstations). EPP +EDR, with NGAV (AI), rogue IoT, firewall control, device control,remote shell, EDR hunting and investigation and up to 100concurrent STAR rules, Annual Purple Query.3.1.1.2 Ranger Protection Platform - Enterprise discovery of IT/IoT, Attacksurface reduction; peer-to-peer deployment capability forSentinelOne agents.3.1.1.3 30-day data retention (per endpoint). Data retention extension forEDR hunting and investigation from 14 days to 30 days.3.1.1.4 Real-time threat hunting.3.1.1.5 Access to the SentinelOne singularity platform.4. CONTRACT AWARD:4.1 Contract Award: The Contract is intended to provide the WVPA with apurchase price for the Contract Item. The Contract shall be awarded to theVendor that provides the Contract Item meeting the required specifications forthe lowest overall total cost as shown on the Pricing Page.4.2 Pricing Page: Vendor should complete the Pricing Page by entering the grandtotal into the unit price box. Unit pricing must include all fees; shipping or anyother incidentals associated with the total cost of the item. Vendor shouldcomplete the Pricing Page in full as failure to complete the Pricing Page in itsentirety may result in Vendor’s bid being disqualified.Revised 10/27/2014
