The NYC Department of Health and Mental Hygiene (“NYC Health Department” or “Agency”) is seeking an appropriately qualified pharmacy vendor to receive, store, dispense, and deliver medication directly to the patients’ homes or medical provider offices during a public health emergency. The NYC Health Department would expect the contractor to, at the Agency’s request, dispense and deliver medication to patients on the same day the prescription is received from an authorized healthcare professional, with no charge to the patient (or “recipient”). Deliveries would be made to patients located within the five boroughs of New York City.

Pre-Proposal Conference
The Pre-Proposal Conference will be held virtually on 2/11/26 at 2:00PM EST. All those interested in attending the conference must RSVP for the conference to RFP@health.nyc.gov (subject “Therapeutics During Emergencies PPC Attendee ”) by 2/09/2025, 2:00 PM EST to receive the link to attend. In order to be addressed during the Conference, questions must be e-mailed to RFP@health.nyc.gov no later than 2/9/2026, 2:00 PM EST. Otherwise, all questions must be received by the Questions Deadline (2/18/2025, 2:00PM). Please include " Therapeutics During Emergencies RFP Question " in the subject.

PASSPort is a web-based system maintained by the City of New York to manage procurement. To submit a proposal to an RFP, all vendors must create an account within the PASSPort system.
