Summary
The City of St. Louis Department of Public Safety (DPS) and the Office of Violence Prevention (OVP) are seeking proposals from qualified nonprofit organizations to provide job training to high-risk youth between the ages of 15-24 years old.

No contact with other City employees is permitted. Unauthorized contact regarding this RFP may result in disqualification or rejection of a proposal.
Any correspondence shall be clearly marked with “RFP—YOUTH JOBS”.
Questions may be submitted no later than 11:59 pm on January 02, 2026. The Office of Violence Prevention will maintain a list of all firms or individuals requesting copies of the RFP and will ensure that copies of all questions and responses shall be made available in writing to each firm on such a list, when requested.

Purpose and IntentThe City of St. Louis Department of Public Safety (DPS) and the Office of Violence Prevention(OVP) are seeking proposals from qualified nonprofit organizations to provide job training to high-risk youth between the ages of 15-24 years old.The goal of this RFP is to promote and ensure the fairest, most efficient means to obtain thebenefits of the most qualified, responsive, and responsible proposal. Hereinafter, organizationsinterested in submitting a proposal in response to this RFP shall be referred to as “Respondents.”Issuing an RFP does not obligate the City of St. Louis to award a contract or make an award to anyprovider, nor is the City of St. Louis liable for any costs incurred by the organizations in thepreparation of proposals. Nothing in this RFP nor in any proposal in response to this RFP isintended to be, nor should anything be construed as an offer of engagement. Nor shall the selectionof a Respondent be construed as an offer of engagement unless and until a contract is fullynegotiated and fully executed by all parties. The City retains the right to award parts of the contractto several Respondents, not to select any Respondents, and/or to re-solicit proposals.The City reserves the right to reject any and all proposals submitted and to waive any and/or allnon-material irregularities pertaining to the submission of the proposal. Additionally, any and allRFP project elements, requirements and schedules are subject to change and modification. TheCity also reserves the right to modify, suspend, or terminate at its sole discretion any and all aspectsof the RFP process to obtain further information from any and all respondents, and to waive anydefects as to form or content of the RFP or any responses by any organization/business. Allsubmitted materials will become the property of the City, may become public documents at anytime during the selection process, and will become public documents at the conclusion of theselection process. Any and all documents submitted by the Respondent may become public if andwhen they are submitted to any advisory or legislative public body, or pursuant to the MissouriSunshine Law. The Respondent will demonstrate experience administering youth jobs programs.2. The Respondent will demonstrate a history of successful program implementation,emphasizing collaborative efforts with community partners and tangible positive outcomesfor youth ages 15 - 24 years.3. The Respondent will demonstrate a strong track record of managing grants and funding,and the ability to ensure the program's sustainability throughout the duration of the projectperiod.4. The Respondent will demonstrate having a team of qualified professionals committed toproviding culturally competent and compassionate support.5. The Respondent will demonstrate an openness to collaborative efforts and flexibility inadapting to the evolving needs of youth ages 15-24 years.46. The Respondent will demonstrate the ability to quickly assume operation of this programand easily incorporate this program into the organization. Programs should anticipatebeginning operations no later than three months from the signing of the contract.7. The successful Respondent(s) will be expected to be available for virtual and/or in-personmeetings during regular business hours. The Office of Violence Prevention operatesMonday-Friday from 8:00 a.m. to 5:00 p.m.8. The Respondent will demonstrate a history of work centering equity for BIPOCcommunities.9. The Respondent shall use funds to increase their capacity to serve the target population.10. The Respondent will demonstrate experience with data collection and recordkeeping.11. Selected Respondents will be part of a cross-sector network that will work with fundedpartners and city agencies.V. Scope of ServicesThe City of St. Louis Department of Public Safety (DPS) and the Office of Violence Prevention(OVP) are seeking proposals from qualified nonprofit organizations to provide job training toyouth between the ages of 15-24 years old who reside in the City of St. Louis. Programs may alsoseek to establish, develop, and instill life skills that encourage and prepare youth for futureopportunities. The goal is to reduce the likelihood of youth involvement in criminal activity.The Office of Violence Prevention (OVP) takes a data driven, community-based approach toimplementing youth programming strategies that create safe and healthy neighborhoods.Community approaches to youth programming start with people at the center of serious violenceand extend outward to their loved ones and the broader community. The Office of ViolencePrevention’s goal is to bring together a network of community providers and system partners tosupport youth as they move towards safety, healing, and growth. The network relies on skilledworkers with a personal understanding of trauma, who meet youth where they are and form strongrelationships.The selected Respondent(s) will be required to place eligible youth in training programs that leadto paid work that align with the youths’ career interests. Stipends should be paid during the youth’sparticipation in the job training program.Successful Respondents will be required to participate in coordinated efforts with other fundedagencies and other key system partners. Where relevant, agencies will be expected to participatein training and technical assistance designed to build capacity and ensure fidelity to best practiceservice models. Additionally, funded agencies are required to participate in evaluation activitiesto inform continuous improvement and learning among the network.The selected Respondent(s) will be responsible for recruiting eligible youth. The selectedRespondent(s) will also be responsible for partnering with public, private and nonprofit entitieswithin the City limits willing to provide paid work for the youth upon completion of the jobtraining.Program Components5
