SOLICIATION FOR COMPETITIVE PROPOSALS NG911 CORE SERVICES

A. Notice to Proposers: Qualified proposers may submit proposals for the project as described in this Document. Submit proposals according to the Instructions to Proposers. Any award subsequently made pursuant to this proposal will be contingent upon The City of Portland obtaining approval of an amendment to its project plan and project budget plan under the grant referenced as SB8-CSFRF by the Commission on State Emergency Communications prior to this award becoming effective.

C. Project Description: The Project consists of the upgrade and refresh of the 9-1-1 CHE Equipment and the upgrade of the City of Portland / Portland Police Department’s network to a NG9-1-1 ESInet system with the inclusion and implementation of Text-to-9-1-1 and to provide Next Generation Core Services (NGCS) and all support services for Text-to-9-1-1, including the upgrade of all hardware and software components necessary to provide the NGCS and Text-to-9-1-1 as may be required by Proposer, for a term of 5 years, with as many extensions as may be mutually agreed to by the parties. 1.2 PROPOSAL SUBMITTAL AND OPENING

A. City of Portland / Portland Police Department will receive Competitive Proposals until the proposal time and date at the location given below. City of Portland / Portland Police Department will consider proposals prepared in compliance with the Instructions to Proposers issued by the City of Portland / Portland Police Department, and delivered as follows:

1. Proposal Due Date: March 4, 2025

2. Proposal Time: Before 2:00 p.m., local time.

3. Proposal Delivery Location: 1900 Billy G Webb Dr. Portland, TX 78374
