Information to access the virtual conference is contained in the RFP. Questionsregarding the RFP must be submitted by the close of business, 4:00 p.m., on December 5, 2025.Please respond according to the instructions provided in the attached. Proposals must be receivedon or before 2:00 p.m., on December 17, 2025. Proposals received after this date and time will notbe considered. Proposals shall be delivered in a sealed envelope with the RFP number, opening dateand opening time indicated in the lower left corner of the envelope. Proposals shall be deliveredto the Department of Procurement, 45 West Gude Drive, Suite 3100, Rockville, Maryland 20850.The offeror must submit one (1) original, one (1) redacted copy, one (1) electronic version on flashdrive and one (1) copy of the original proposal. The proposal must be signed by an official havingauthority to contract with MCPS. The firm and official's name shall be used. For purposes of this RFPthe geographic criteria for eligible RECs will bethose associated with electricity generated withinthe United States. The entity who has ownershipof the site.Performance GuaranteeThe regional electric grid operator.Power Purchase AgreementThe delivery of the renewable energy certificate tothe participants, including the provision of allnecessary documentation verifying the creationand retirement of the REC. This will include (tothe satisfaction of the BOE) evidence of registryof the REC, generation and environmentalattributes, and retirement within a regionaltracking system. Specific delivery requirementsare described in this Scope of Services.The year during which the electricity associatedwith the REC was generated (including a periodup to six months prior to the calendar year and upto three months after the calendar year) as meetsthe annual purchasing requirements of the USEnvironmental Protection Agency’s (EPA) GreenPower Partnership. For example, for purposes ofthis procurement, a 2004 “vintage” REC may beassociated with power generated any time betweenJuly 1, 2003, and March 31, 2014.Renewable Energy Portfolio StandardA system of solar panels and ancillary equipmentthat converts sunlight to usable electricity. For thepurposes of this procurement, electricity is to bedelivered to BOE facilities to support operations.The output at the BOE’s building(s) is alternatingcurrent (AC), and is fed into the building’selectrical system unless otherwise specified.A private or public organization that installs,owns, operates and finances a solar PV system ona BOE owned facility while selling the electricityto the BOE or the BOE’s delegate.(Solar) Renewable Energy Certificate. Therenewable attributes of one megawatt hour (MWh)of electricity generated using clean renewableenergy resources. Attributes include generationattributes and environmental attributes. Forpurposes of this RFP, RECs shall come fromzero-emissions resources.
