Chapter 149.Michelle LearyTown Manager, Chief Procurement OfficerAdvertising Dates:Central Register, November 19, 2025Coastal Mariner, November 13, 2025CommBuys, November 13, 2025Section 1 PROCUREMENT SCOPEThe Town of Cohasset invites sealed bids to provide all labor, tools, equipment, transportation andsupervision necessary to accomplish all electrical installation, repair and replacement services at allmunicipal structures and grounds for the Town of Cohasset.1.1 AuthorityInvitation for Bid procedures and award of the contract shall be in accordance with MassachusettsGeneral Law, Chapter 149, plus all applicable Federal, State and Local laws and regulations.1.2 Withdraw, Modify and Amend BidsBidders who wish to withdraw, modify or amend their bid must do so in writing utilizing electronic mailto the Town of Cohasset, MCPPO, Lisa McGonigle, lmcgonigle@cohassema.gov no later than the timeand date set forth herein for the receipt of the bids. All such withdrawals, modifications or amendmentsmust so state in the subject line of the email correspondence. Any withdrawal, modification oramendment arriving after the date and time set forth for accepting responses will not be considered.After the opening of the bids, a bidder may not change any provision of the bid in a manner prejudicialto the interests of the Town of Cohasset or fair competition. Minor informalities will be waived at thediscretion of the Town of Cohasset.1.3 Rule of AwardThe Town will be awarding two (2) contracts for this service. The Town shall award the first contract tothe lowest, responsible and eligible bidder (“Principal Contract”) and the second contract to the secondlowest, responsible and eligible bidder (“Back Up Contract”). The Principal Contract vendor shall beawarded a contract equal to 90% of the amount of the lowest responsible and eligible bidders bid; theBack Up Contract Vendor shall be awarded a contract equal to 10% of the amount of the second lowest,responsible and eligible bidder’s bid. When the Town needs Electrical Maintenance and Services, it shallrequest them first from the Principal Contract vendor and, if the Principal Contract vendor cannot forsatisfactory reasons provide such services, then the Town will request them from the Back Up Contractvendor.1.4 Bid Bond SecurityEach bid must be accompanied by a certified check of the bidder or a bid bond duly executed by thebidder as principal and having surety thereon a surety company approved by the Town, in the amount of5% of the estimated value of the contract, payable to the “Town of Cohasset”, and must be filed withthe original bid.
