Please be advised that any exceptions to thesespecifications may cause your proposal to be disqualified.Village of Glencoe Request for Proposals: WTP Window Replacement ProjectDue: February 6, 2026 4:00 p.m. CSTPage 1GENERAL TERMS AND CONDITIONSSection 1: IntentIt is the intent of the Village of Glencoe (“Village”) to contract with a contractor (“Contractor”) for all necessarylabor, expenses and materials to complete WTP Window Replacement Project at the Village of Glencoe WaterTreatment Plant.Section 2: Proposal PriceProposer shall offer pricing on the Village’s pricing sheet (page 1 of this document). Proposers must note any itemswhich the Proposer cannot perform or intends to subcontract. Proposal pricing must remain firm for the term ofthe agreement, and Proposers must propose a not-to-exceed price. The not-to-exceed price shall be all-inclusiveof all meetings, telephone calls, transportation, materials, supplies, labor, equipment and any other costs requiredto fulfill the scope of work as identified herein.Section 3: Additional Information and Technical QuestionsProposers are invited to submit a letter of intent to aurbanczyk@villageofglencoe.org. Proposers submitting aletter of intent will receive a copy of all questions and answers submitted by all proposers, and any subsequentamendments to this request for proposal. Proposers should also submit questions via email to Alex Urbanczyk ataurbanczyk@villageofglencoe.org. There is a mandatory site visit at the Glencoe Water Plant on January 27, 2026,at 10:00 a.m. CST. During the site visit windows will be identified for full replacement or pane replacement.Measurements may be taken at this time. Questions are due no later than 4:00 p.m. CST on January 30, 2026.Answers to the questions will be provided on February 4, 2026. Any and all changes to these specifications arevalid only if they are included by written addendum from the Village to all Proposers.Section 4: Silence of SpecificationsThe apparent silence of specifications as to any detail or apparent omission from a detailed description concerningany portion of this document shall be interpreted as meaning that only the best commercial material or practiceshall prevail.Section 5: Insurance, Hold Harmless and IndemnificationIn addition to other standard contractual terms the Village needs, the Village will require the selected contractorto comply with indemnification, hold harmless and insurance requirements as outlined below:Contractor shall defend, indemnify and hold the Village, its officers, officials, employees and volunteers harmlessfrom any and all claims, injuries, damages, losses or suits including attorney fees arising out of or resulting fromthe acts, errors or omissions of the Contractor in performance of this Agreement, except for injuries and damagescaused by the sole negligence of the Village.The Contractor shall procure and maintain, for the duration of this agreement, insurance against claims for injuriesto persons or damages to property which may arise from or in connection with the performance of the workhereunder by the contractor, his agents, representatives, employees or subcontractors. The cost of such insuranceshall be paid by the contractor. Insurance shall meet or exceed the following unless otherwise approved by theVillage.A. Minimum Levels of Insurance1. Comprehensive or Commercial General Liability: $1,000,000 combined single limit peroccurrence for bodily injury, personal injury and property damage.Village of Glencoe Request for Proposals: WTP Window Replacement ProjectDue: February 6, 2026 4:00 p.m. CSTPage 22. Automobile Liability: $1,000,000 combined single limit per accident for bodily injury andproperty damage.3. Worker’s Compensation coverage as required by the Industrial Insurance Laws of the State ofIllinois.B. Other ProvisionsThe policies are to contain, or be endorsed to contain, the following provisions:1. General or Commercial Liability and Automobile Liability Coveragesa. The Village, its officials, employees and volunteers are to be covered as additionalinsureds with respect to: liability arising out of activities performed by or on behalf ofthe contractor; products and completed operations of the contractor; premisesowned, leased or used by the contractor; or automobiles owned, leased, hired orborrowed by the contractor. The coverage shall contain no special limitations on thescope of protection afforded to the Village, its officials, employees or volunteers.b. The contractor’s insurance shall be primary insurance with respect to the Village, itsofficials, employees and volunteers. Any insurance or self-insurance maintained bythe Village, its employees or volunteers shall be excess of the contractor’s insuranceand shall not contribute with it.c. Any failure to comply with reporting provisions of the policies shall not affectcoverage provided to the Village, its officials, employees or volunteers.d. Coverage shall state that the contractor’s insurance shall apply separately to eachinsured against whom claim is made or suit is brought, except with respect to thelimits of the insurer’s liability.2. All Coveragesa. Each insurance policy required by this clause shall state that coverage shall not becanceled by either party except after thirty (30) days prior written notice has beengiven to the Village.3. Acceptability of Insurersa. Insurance is to be placed with insurers with a current Bests’ rating of A- or better, orwith an insurer acceptable to the Village.4. Verification of Coveragea. Contractor shall furnish the Village with certificate of insurance and copy of actualinsured endorsements affecting coverage required by this clause. The certificate andendorsements for each insurance policy are to be signed by a person authorized bythat insurer to bind coverage on its behalf and shall name the Village, its officials,employees and agents as “additional insureds” except for coverages identified above.The certificates are to be received and approved by the Village before workcommences. The Village reserves the right to require complete, certified copies of allrequired insurance policies at any time.Section 6: Evaluation/Acceptance of ProposalsThe Village will review all proposals and make selections based on qualifications and experience of the contractor,compliance with the proposal requirements and fees. The Village may accept the proposal that is, in its judgment, thebest and most favorable to the interests of the Village and to the public; reject the low price proposal; accept any itemof any proposal; reject any and all proposals; or waive irregularities and informalities in any proposal submitted or inthe request for proposals process. The waiver of any prior defect or informality shall not be considered a waiver ofany future or similar defect or informality. Proposers should not rely on, or anticipate, any waivers in submitting theirproposals.Village of Glencoe Request for Proposals: WTP Window Replacement ProjectDue: February 6, 2026 4:00 p.m. CSTPage 3Section 7: Other TermsNo CollusionIn submitting this proposal, the Proposer declares that the only person or party interested in the proposal as principalsare those named herein, and that the proposal is made without collusion with any other person, firm or corporation.EngagementThe Proposer further understands and agrees that if their proposal is accepted, the individual will enter into anengagement with the Village to provide the services with fifteen (15) days of receiving notice of the selection.PaymentAll payments for the Services will be made by the Village in conformance with the requirements of the LocalGovernment Prompt Payment Act (50 ILCS 505).Village of Glencoe Request for Proposals: WTP Window Replacement ProjectDue: February 6, 2026 4:00 p.m. CSTPage 4WTP WINDOW REPLACEMENT PROJECTSection 1: BackgroundThe Village of Glencoe is a mature community with a population of approximately 8,800. It is located in the NorthShore region of northern Cook County along Lake Michigan, approximately 24 miles north of downtown Chicago.The Village is bounded by the City of Highland Park to the north, the Village of Winnetka to the south, the CookCounty Forest Preserve District and Village of Northbrook to the west, and Lake Michigan to the east. The Villageis a non-home rule, special charter municipality which operates under the council-manager form of government.The Village is a full-service community, with a consolidated Public Safety Department (police, fire and EMS); PublicWorks Department that includes all public infrastructure management as well as building, zoning and planningfunctions; Finance; Golf operations; as well as the functions of the office of the Village Manager/Clerk.The Glencoe Water Treatment Plant (WTP) is a conventional surface water treatment facility that purifies andpumps Lake Michigan water to the 8,800 residents of the Village of Glencoe, Illinois. The WTP uses theconventional unit process of coagulation, flocculation, sedimentation, filtration, and disinfection to purify thewater before it is pumped out through the Village’s water distribution system to customers.The Glencoe Water Treatment Plant is responsible for providing high quality drinking water at adequatepressures and volumes to meet the demands of our residents even when disaster strikes. Disruptions in waterquality and delivery may occur as the result of natural disasters, accidents, and intentional acts. It is ourresponsibility to eliminate or reduce the effects of those emergencies.Section 2: Scope of ServicesProvide all labor, materials, and equipment necessary to complete the WTP Window Replacement Project. Thework includes a combination of full window replacements and glass panel replacements across various sizes andstyles. All windows are exterior facing; all interior windows are excluded from this project.Project Details: Total Windows: 29o Full Window Replacements: 16Remove existing frame/sash/glazing down to rough opening; install new window unit(including frame, sash, glazing, weatherproofing, trim, flashing).o Glass Panel Replacements: 13Retain existing frame/sash; remove and replace only the glazing and associatedsealant/stops.o During the site visit windows will be identified for full replacement or pane replacement.Measurements may be taken at this time. Windows vary in size and style. Contractor is responsible for:o Taking accurate measurements for proposal preparation and final fabrication.o Ensuring proper fit and finish of all installed windows and panels.o Removal and disposal of existing windows and glass panels.o Installation of new windows and/or glass panels per specifications.Contractor Responsibilities: Supply all necessary labor, materials, tools, and equipment.
