NOTICE OF SOLICITATION OF BIDSThe CITY OF OAKLAND, acting by and through its BOARD OF PORT COMMISSIONERS, willreceive Bids per the provisions of Document 00200, Instructions to Bidders, Paragraph 20, BidSubmission, until 12:00 noon on Monday, December 15, 2025, for the following Project:BERTHS 32-33 LEVELING PROJECTRefer to Document 00200 for required documents and items to be included in the Bid.The work of this 700 calendar day project consists, in general, of furnishing all labor, materials,appliances, tools, equipment, transportation, services and supervision required to eliminate thegrade differential between Berths 32 and 33, including, but not limited to: excavation offhaul anddisposal of the Port stockpile near seventh Street, testing and disposal of contaminated soils,construction and modifications of stormwater systems and facilities, modification and installationof high mast lighting, including underground electrical duct banks, and a unit substation, ACpavement construction including cement treated subgrade and aggregate base, placement oflightweight cellular fill within BART transbay tube zone of influence, pavements striping, fencingand K-Rail installation; and performing all associated work, all in accordance with the ContractDocuments..The Engineer’s estimate for this project is $45,000,000.A California Class A contractor's license is required prior to award of this Contract. Joint venturesmust secure a joint venture license prior to award of this Contract.No contractor or subcontractor may be listed on a bid proposal or awarded any contract for theproject unless registered with the Department of Industrial Relations (DIR) pursuant to LaborCode section 1725.5, with limited exceptions from this requirement for bid purposes only underLabor Code section 1771.1(a). This project is subject to compliance monitoring andenforcement by the Department of Industrial Relations.Effective January 1, 2024, amendments to California Air Resources Board (CARB) In-Use Off-Road Diesel-Fueled Fleets Regulation require the Port to obtain valid Certificates of ReportedCompliance (CRC) from all contractors and listed subcontractors before awarding the Project.Bidders must submit the required CRCs as provided in Document 00200, Instructions toBidders.The Port will conduct a pre-bid meeting on Wednesday, November 19, 2025, at 10:00 a.m. in theExhibit Room on the First Floor of the Port of Oakland Building at 530 Water Street, Oakland,California.The Port strongly recommends that potential Bidders attend the pre-bid meeting. The meeting willlast approximately one hour, and will address insurance requirements, bonds, Maritime andAviation Project Labor Agreement, and any other special working conditions for this contract.The Port will conduct a site tour for this project on Wednesday, November 19, 2025, starting at11:00 AM. Bidders will be transported to the site via Port buses. Bidders who wish to participate inthe site tour must register with Lucas Hatch at lhatch@portoakland.com no later than 12:00 noonon Thursday, November 13, 2025, to confirm.For further information pertaining to the pre-Bid conference and Site tours, and for informationpertaining to other requirements of this project, including the Port’s Non-Discrimination andSmall/Local Business Utilization Policy, insurance requirements, bonds, Maritime and AviationProject Labor Agreement, please refer to Document 00100, Invitation to Bid, of the ProjectManual.The Bidding Documents (Plans and Project Manual) for this project will be available for downloadin PDF format at the Port of Oakland website at http://www.portofoakland.com/Bids on or afterMonday, November 3, 2025. Any Addenda modifying the Bidding Documents will be posted atthe same location. Pursuant to Chapter 5.12 of the Port’s Administrative Code, the Port ofOakland Standard Contract Provisions (February 2015 edition) are incorporated by referenceinto Project Manuals issued by the Port for public works construction projects.
