On-Call Traffic & Transportation Engineering Services
The City of Pasco (City), Washington, Public Works Department is soliciting a Statement of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to provide On-Call Traffic & Transportation Engineering Services for the City during the calendar years 2026-2028. It Is anticipated that at least two (2) Consultants will be selected for this Request for Qualifications (RFQ). This RFQ is intended to provide sufficient information for qualified Consultants to submit a written SOQ demonstrating recent experience in providing Traffic & Transportation Engineering Services consistent with federal and state guidelines for a municipality in the state of Washington.

Technical questions regarding the scope of this project should be put in writing and directed to both City Representatives listed in Section 1.9 of the RFQ, no less than three (3) working days prior to the time that submittals are due.
The City of Pasco, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

It isanticipated that at least two (2) consultants will be selected.It is the City’s intent to have a Consultant provide Traffic & Transportation Engineering Services on an On-Call/TaskOrder basis for the City of Pasco. The selected Consultants are expected to work closely with the City’s PublicWorks Department, Engineering Division and provide Traffic & Transportation Engineering Services, including butnot limited to the tasks listed in Section 2.3 (Scope of Work) for the calendar years of 2026 through 2028. All workwill be prepared in accordance with applicable City practices, regulations, procedures, manuals, and standards, asappropriate.This RFQ is not a contractual offer, nor is it a commitment to purchase services. Contents of this RFQ and theConsultant’s submittal will be used as the basis to determine final contractual obligations. It is understood that thisRFQ and the successful Consultant’s submittal may be attached or included by reference, in part or in whole, toany agreement regarding the services included in this RFQ between the City and said Consultant.1.3 QUESTIONSAny explanation desired by a submitting Consultant regarding the meaning or interpretation of the RFQ, or any partthereof, must be submitted in writing (via e-mail) and directed to Mary Heather Ames at amesm@pasco-wa.gov, noless than three (3) working days prior to the time that submittals are due. Failure to provide the submittal in theappropriate manner will result in disqualification. Hard-copy, fax, or file-share submittals are not permitted and willnot be accepted. Receipt time of submittal will be considered the time-stamp of the incoming email createdautomatically by the City’s email server. The Cityis not responsible for late deliveries. In accordance with the due date from Section 1.4 of this RFQ, the time ofclosing will be determined per the Pacific Time Clock at http://www.time.gov/.1.6 WITHDRAWAL OF SUBMITTALSSubmittals may be withdrawn by written request up to one (1) hour after the stated time of closing, as mentionedabove.
