The successful Offeror will be required to fill all orders placed regardless of quantitiesordered.2SECTION I. SCOPE OF WORK AND OTHER INFORMATIONSFCC is requesting proposals from qualified Offeror’s for Santa Fe Community College that willprovide the following.1.1. Purpose of the RFPThe purpose of this Request for Proposal (RFP) is to invite prospective vendors to submita proposal to design, configure, install, and validate a comprehensive enterprise wirelessnetwork solution and Network Access Control solution at the Santa Fe CommunityCollege main campus and Higher Education Center. The solutions will support Santa FeCommunity College’s mission to “Empower Students, Strengthen Community” byproviding increased signal coverage and performance, improved network security, and auser-friendly wireless network for students, faculty, staff, and guests.1.2. Background InformationSanta Fe Community College (SFCC) is a public institution whose mission is to empower students andstrengthen the community. The college is led by a President and supported by Vice Presidents, Deans, andDirectors who oversee academic programs, student services, and operational functions. This structureenables SFCC to deliver innovative, equitable, and community-responsive education aligned with itsstrategic priorities in student success, career readiness, and institutional excellence.1.3. Existing infrastructure1.3.1. Two Ruckus Virtual SmartZone Essentials wireless controllers in HA cluster hosted inVMWare vSphere virtual environment.1.3.2. One Ruckus Cloudpath Enrollment System server hosted in VMWare vSphere virtualenvironment. Five thousand (5000) total licenses.1.3.3. SFCC managed devices currently use Active Directory Group Policy and JAMF to deploycertificates for 802.1x authentication and network configuration profiles.1.3.4. Guest access is provided using Cloudpath captive portal acceptance of terms of use.1.3.5. BYOD access is provided using Cloudpath captive portal workflow to issue and install802.1x authentication certificates and network configuration profiles.1.3.6. Main Campus:A. Quantity (qty) one hundred forty-two (142) Ruckus R610, twenty-three (23) RuckusR720, four (4) Ruckus T310D (installed on exterior emergency towers), and three (3)Ruckus T610 wireless access points (2 installed in campus courtyard, 1 installed in800-wing TATC Greenhouse).B. Seventeen (17) Intermediate Distribution Frames (IDF)s.C. Fifteen (15) IDFs utilize HPE Aruba J9772A 2530-48G-PoEP Switches.D. Two (2) IDFs utilize HPE Aruba JL727B 6200F 48G CL4 4SFP+370W.E. All existing wireless access points utilize CAT6 UTP.F. All existing patch panels are CAT6 rated.1.3.7. Higher Education Center (HEC):A. Qty seventeen (17) Ruckus R610, and one (1) Ruckus R720 wireless access points.B. Two (2) IDFs that utilize HPE Aruba J9772A 2530-48G-PoEP Switches.C. All existing wireless access points utilize CAT6 UTP.D. All existing patch panels are CAT6 rated.E. 1Gbps E-Line circuit between HEC and main campus.31.3.8.1.3.9.Bisbee machine shop:A. One Ruckus R610 AP, CAT6 UTP, one HPE Aruba R8N89A 6000 12G CL4 2SFP139W.B. IPsec site-to-site VPN between machine shop and main campus.Building wall construction materialsA. Exterior walls are primarily constructed using reinforced concrete block.B. Interior walls in the 100, 200, 300, 400, 500, 600, and 700 wings as well as KidsCampus and the Fitness Education Center are primarily constructed using steel studsand drywall.C. Interior walls in the 400 Health and Sciences (H&S), 800 Trades and AdvancedTechnology (TATC), and Automotive Technology Center (ATC) are primarilyconstructed using concrete block.D. Higher Education Center (HEC) interior walls are primary constructed using steel studsand drywall.1.4. Activities and Deliverables1.4.1 Design a comprehensive enterprise wireless network which provides service coverage to allbuildings at the Santa Fe Community College main campus located at 6401 South RichardsAve., Higher Education Center located at 1950 Siringo Rd., and remote machine shoplocated at 39 Bisbee Ct Unit 4. The design must meet the specifications outlined in theWireless Network Requirements section of the RFP.The design must be supported by an active or predictive site survey to determine optimalaccess point quantity, location, and model; survey results must be included in the finalproposal.Existing Ruckus T310D exterior access points installed on exterior emergency towersshould be replaced with comparable access point models.1.4.2 Design a Network Access Control solution in accordance with the specifications outlined inthe Network Access Control Requirements section of the RFP.Final design factors such as device enrollment methods will be done in cooperation withSFCC resources during project implementation.1.4.3 Perform complete installation and configuration of the proposed wireless network solutionincluding but not limited to:A. Install and configure all wireless access points.B. Install any required additional UTP cabling.C. Install and configure any required wireless network management and Network AccessControl appliances, VMs, or cloud infrastructure.1.4.4 Perform complete installation and configuration of the proposed Network AccessControl solution including but not limited to:A. Install and configure any required Network Access Control appliance, VMs, or cloudinfrastructure.B. Complete integration with wireless network infrastructure.4C. Configure Network Access Control Public Key Infrastructure including CertificateAuthority.D. Configure captive portal site.E. Configure enrollment workflows.F. Configure proof of concept for wired implementation of the Network Access Controlsolution with existing HPE Aruba 6200F and 2530 switches.1.4.5 Perform post installation verification and validation to confirm compliance with all RFPrequirements. Include a heat map and report showing RF coverage, signal strength, andclient performance across all SFCC buildings.1.4.6 Provide training for two SFCC network administrators on all relevant administration tasksfor both the wireless network and Network Access Control solutions.1.4.7 Provide three (3)-year and five (5)-year manufacturer support contract options for allproposed hardware, software, and subscription-based components.Manufacturer support contracts shall include, at minimum:A. Access to technical assistance through the manufacturer’s technical support center(TAC) with defined response and escalation procedures.B. Firmware, software, and security updates for the duration of the support term.C. Coverage hours, 24x7x365.D. Service-level commitments (SLA) for response and resolution times.E. Renewal and extension options beyond the initial support period.F. Eligibility for new feature releases and ongoing product enhancements.1.4.8 Deliver final project completion package including:A. Maps with wireless access point placement and information including AP model, APname, AP IP address.B. Spreadsheet of component details including but not limited to device model, serialnumber, name, IP address, MAC address, room numbers.C. Wireless network and Network Access Control logical system diagrams.1.4.9 Project deliverables SFCC is responsible for:A. IP subnet design.B. DHCP scopes.C. DNS records.D. Configuration of existing IT infrastructure for system integration. E.g. Active Directory,Palo Alto Firewall, PRTG, etc.E. Switch configuration changes such as VLAN creation and port configuration.F. Installation and configuration of additional switches and patch panels.G. Installation and deployment of any required virtual machines.1.5.Functional and Technical Requirements1.5.1 Wireless Network RequirementsA. The Solution must meet or exceed the 802.11be standard.B. The Solution must support 2.4 GHz, 5 GHz, and 6 GHz radio frequency bands.5
