INVITATION FOR BIDSSealed bids for the Jefferson County Port Authority, Missouri (hereinafter “Owner”) BroadwayExtension Roadway Improvements, WCI26000071 (hereinafter “Project”) will be received by theJefferson County Port Authority, 114 Mississippi Ave, Crystal City, MO 63019 until 3:00 p.m. localtime, on June 15, 2026, at which time the bids will be publicly opened and read aloud.The Scope of Work includes grading, removal of improvements, concrete pavement, roadwaylighting, concrete curb ramp installation, and traffic control within the Jefferson County PortAuthority Site and other incidental items and work described in the Project Manual, or reasonablyinferable therefrom. The Jefferson County Port Authority anticipates issuing notice to proceedaround the middle to end of July of 2026.Bid Packages will be distributed electronically via an ftp link at no cost to the bidder. Hard copieswill not be available for purchase. Bidders may make printed copies of the bid documents (plans,project manual, and bid packet) at their own expense. When requesting the ftp link, you will berequired to provide your company name, a contact person and phone number, a complete companyaddress and an e-mail address to be added to the Plan Holders List and for receiving official biddingcommunications and addenda. If you are not on the Plan Holders List, you will not receive anyaddenda issued. To request the electronic ftp link, email Steven Berecz at steven.berecz@wsp.com.Project and bidding questions shall be exclusively via e-mail. Any questions regarding the projectmust be submitted by 10:00 a.m. local time on June 8, 2026. No written questions after this date orany verbal questions will be recognized.A non-mandatory pre-bid conference will be held at 11:00 AM on June 4, 2026 at Jefferson CountyPort Authority, 114 Mississippi Ave, Crystal City, MO 63019. All bidders are encouraged to attendthe pre-bid meeting.A bid security in the amount of five percent (5%) of the bid amount must accompany each bid, inaccordance with the Instructions to Bidders.For a contractor to be awarded this project the contractor must have a fully responsive contractorquestionnaire on file with the Jefferson County Port Authority at least 7 days prior to the bid openingdate. All bidders must be on MODOT’s Qualified Contractor List per Section 102.2 of the currentMissouri Standard Specification for Highway Construction. No Second Tier Subcontracting will beallowed.The wage rates applicable to this project have been predetermined as required by law and are setforth in this specification. When Federal wage rates are applicable and included, this contract issubject to the “Work Hours Act of 1962”, (P.L. 87-581: 76 Stat. 357) and implementing regulations.When state and federal wage rates are both required the higher of the tw for each job classificationshall be used.Effective January 1, 2009 and pursuant to RSMo 285.530 (1), No business entity or employer shallknowingly employ, hire for employment, or continue to employ unauthorized alien to perform workwithin the state of Missouri. The successful bidder must submit a sworn affidavit and documentationaffirming the business entity’s enrollment and participation in the federal work authorizationprogram and that all of its employees working for the contracted services are not illegal immigrants.Upon signing the contract, the successful contractor and any subcontractor performing the work shallprovide a ten hour Occupational Safety and Health Administration (OSHA) construction safetyprogram for their on-site employees within sixty (60) days of beginning work on the constructionproject.The Jefferson County Port Authority, Missouri hereby notifies all bidders that it will affirmativelyensure that in any contract entered into pursuant to this advertisement, business owned andcontrolled by socially and economically disadvantaged individuals will be afforded full opportunityto submit bids in response to this invitation and will not be discriminated against on the grounds ofrace, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.The DBE Contract Goal for this project is 14.7%, and DBE firms must be certified by MoDOT toattain credit towards this contract goal. The On the Job Trainee goal is 1 OJT.THE OWNER INTENDS TO AWARD THE CONTRACT TO THE LOWEST,RESPONSIVE, RESPONSIBLE BIDDER. THE OWNER RESERVES THE RIGHT TOREJECT ANY AND ALL BIDS, AND TO WAIVE ANY IRREGULARITIES IN THE BESTINTEREST OF THE OWNER WITH MODOT’S CONSENT.
