However, the existing transportation system faces numerous challenges that hinder its ability to meet the evolving needs of residents, businesses, and visitors. Congestion, inadequate pedestrian and bicycle infrastructure, unreliable and underutilized public transit, limited accessibility for vulnerable populations, safety concerns, and environmental and drainage impacts are among the key issues plaguing the city's mobility landscape. Jacksonville’s continued direction toward low density, sprawl development with segregated, widely separated uses further complicates transportation options. The lack of a comprehensive and forward-thinking mobility strategy has led to fragmented and siloed planning efforts, duplication of effort, inefficient resource allocation, and missed opportunities for innovation. Without intervention, these challenges threaten to undermine the city's economic competitiveness, environmental sustainability, and overall quality of life. Bearing this in mind, there is an urgent need for an updated vision on land use development patterns and densities in concert with a comprehensive city-wide mobility vision plan that establishes a clear roadmap for transforming the city’s transportation network. This plan will address the unique needs of 850 square miles of diverse communities within the city of Jacksonville by taking a comprehensive look at all things mobility.
The initial focus of the Mobility Visioning Plan 2050 is on Jacksonville’s Northwest community, responding to the recent tragedy at the Dollar General and addressing the need for targeted support and engagement. This initial focus will emphasize public outreach to ensure that community voices shape the planning process, identifying solutions that address specific challenges and immediate actions to promote healing and resilience. Citywide tasks, such as project management, visioning, and data collection/analysis, are integrated with this initial focus to achieve economies of scale, streamlining efforts across neighborhoods while fostering a safe, inclusive, and connected future for Jacksonville.
