Box 168Madison, Georgia 30650REQUEST FOR QUALIFICATIONSFIRE STATION DESIGN-BUILDPURPOSE: Morgan County is requesting qualified general contractor firms submit a formalproposal for future design / build services for two new fire stations to be built in FY 26/27utilizing Special Local Option Sales Tax funding. The fire stations will be constructed in theBuckhead and Rutledge communities located in Morgan County, Georgia.I. BACKGROUND / GOALS: Morgan County will begin the development process to design andconstruct two new fire stations in the Town of Buckhead and the City of Rutledge. Both stationswill be replicated in design/build features and functions except for required site adaptations.Each station will encompass an estimated 8,000-10,000 square feet for each facility. The designwill include environmentally sustainable selections of materials and equipment. The selectedgeneral contractor will need to have experience and a firm understanding of Fire Departmentoperations, response criteria, staff circulation, technology, security and audio-visualrequirements so that the appropriate supporting infrastructure is included in the overall projectdesign. This project will enable the Fire Department to continue to provide quality customerservice and increase employee productivity to meet the needs of a growing community.Morgan County is pursuing Requests for Qualifications (RFQ) from experienced generalcontractor firms to provide complete design / build services for the development process toconstruct two new fire stations in Morgan County. Contracted services will includeprogramming, planning, design, construction administration, project closeout and warrantyoversight.II. PROCUREMENT SCHEDULE AND TERM OF ANTICIPATED CONTRACT:• Post Advertisement for RFQ /Pre-Proposal Meeting -February 2026• Qualifications (RFQ) from Design Firms due – March 2026• Selection of Firms to Interview/ Design Firm Interviews – April 2026• Selection of Design Firm – May 2026• Contract Notice to Proceed– June 2026• Design Work Orders- TBD• Construction Estimating- TBDThe process for RFQ submission should follow the below parameters for the project intent;each submission shall include the following as a minimum standard:1) Provide examples of at least five (5) comparable projects with similar scopes in thedesign and construction of fire stations that were completed by the firm within thepast ten (10) years. Similar scopes are defined as projects that were planned anddesigned for new or existing fire stations. Project examples should include:a. Name of projectb. Name of client and contact informationc. Project locationd. Year completed or current statuse. Construction Costf. Project descriptiong. Project delivery method• This is True Design-Build—single contract, GC holds all designconsultants, with a GMP established during design.h. Describe the services your firm providedi. Identify staff members who worked on each project and their rolesj. Illustrative photographs or graphicsPage 2 of 122) How many years has your firm/team been providing general construction services?Include current a copy of your business license and contractor license with yoursubmission.3) How many years has your firm been in business under its present business name(s)?Identify any previous names your firm has done business in the past if applicable.4) List the fire station design projects which have won a national, state, or local designaward, or any other design awards. Please provide the award type as well as theyear the award was issued.5) List the categories of work that your firm normally performs with its own workforce.6) Provide a brief narrative on the team’s general fee percentage and cost-controlapproach for true design-build delivery (not construction cost estimating), includingpreconstruction services, GMP development, contingency management, and open-book practices.7) Name the key personnel (e.g., principal, design architect, project director, projectmanager, technical staff) who will be part of the proposed team for this project.Describe in detail the experience and expertise of each team member and whichprojects they were assigned to, as well as the role in the projects listed above.8) Identify all consultants and sub-contractors who are included as part of theproposed team along with their role and related experience. Consultants shouldinclude, but not be limited to civil engineers, structural, mechanical engineers,electrical engineers, tele-data consultants, security consultants, and cost estimators.9) All design consultants (civil, architectural, MEP, etc.) are contracted under theGeneral Contractor, with the GC responsible for full coordination.10) Include a statement of errors and omissions insurance coverage from the designteam members.11) List your team's methods and practices for maintaining the project schedule.12) List your team's methods and practices for project reporting, in both the design andconstruction phases.13) Identify all claims, if any, currently pending in association with your design services.Page 3 of 1214) RFQ packages should be submitted and highlight importance of their firm’scapability of Design, Construction, and Administration Services to complement theproject goal and intent15) The attached Proposal Signature page must be included as cover page for yoursubmission.III. RATING FIRMS:1) Top firms will be shortlisted for an interview process to follow.2) Scoring of each firm’s responses will be based on Section II. PROCUREMENT SCHEDULEAND TERM OF ANTICIPATED CONTRACT.IV. STATEMENT OF NEEDS:Morgan County is seeking Requests for Qualifications (RFQ) from experienced generalcontractor firms to provide complete programming, design, construction, and contractadministration services for the design and construction of two fire stations throughout MorganCounty. Design services will include programming, design, construction administration, projectclose-out, warranty oversite. These services are described below in the Design Scope of Work.Design Scope of Work1) Phase 1 ServicesProgramming/ Conceptual:Project administration responsibilities that would include conducting field surveys,analyze / assess existing operations and programming, and reviewing all existing plansand data as necessary. This would include but not be limited to:o Assisting Owner in developing Project Chartero Goals and team responsibilitieso Conduct research to help define the projecto Establishment / confirmation of program goals and needs with Owner andstakeholderso Confirmation of space requirements and relationshipsPage 4 of 12o Photographic documentation of existing facilities and building planso Historic preservation analysis (if required) including a materials and maintenancestudy for historic areaso Site utility and geotechnical study and reporto Traffic study and traffic control recommendations regarding land acquisition anddevelopment (listed for consideration only, there is no anticipated need).o Preliminary 16 division project budgetingo Estimated schedule from schematic design through construction administrationo Renderings and attendance for BOC presentation (if required)o Approval of programming documents (as required)o Owner furnished data coordinationo Confirmed and approved design scheduleo Estimated preliminary construction milestone scheduleo Preliminary analysis of building envelopes, opportunities for achieving net zeroenergy consumption and other sustainability options (listed for considerationonly, there is no anticipated need)Attend and participate in meetings with County, City and associated staff and otherinterested parties to assist in assessing stakeholder needs. This would include but notbe limited to:o Programmatic confirmation discussions with stakeholders and project relatedcommitteeso Preliminary meeting(s) with local agencies of Development, Architectural andPlanning Reviewo Status Presentation(s) to Owner, Board of Commissioners (BOC), Citypresentation(s), Meetings with regulatory agencies to confirm requirementso Meetings with stakeholder department representativeso Meetings with Public Relations personnel to establish communication andreporting planso Meetings with Morgan County Executive team as requiredPage 5 of 12
