By submitting a bid, you offer to enter into the proposedcontract and your offer is not revocable for 90 calendar days following the response deadline indicated herein.All bids submitted in response to this invitation for bid shall become the property of the Family Court and will bea matter of public record available for review under the guidelines of any applicable Federal Freedom ofInformation Act or Missouri “Sunshine Law”.Contractor’s standard general terms and conditions will not be allowed with this solicitation.Bid evaluation and contract award: The contract will be awarded to the most responsible, responsive bidderwhose bid, conforming to the solicitation; will be most advantageous to the Family Court with regards to thecourt’s perceived lowest price.The contract award will be made no later than Friday, May 8, 2026 by means of an e-mailed purchase order.After receipt of purchase order, contractor shall provide the certificate of insurance with endorsement rider andE-Verify documentation to assigned purchasing agent.The senior purchasing agent will only notify the awarded contractor. The Family Court reserves theright before recommending any award, to inspect the facilities, organization and financial condition or to take anyother action necessary to determine ability to perform in accordance with specifications, terms and conditions.General Conditions: Bids are made upon, and are subject to the following conditions. The Certificate of Insurance must be received before the work can commence in connection with the contract,evidencing the coverage’s above.The insurance certificate shall name the Jackson County Family Court as the Certificate Holder with an Endorsement Ridermodifying the policy that adds the Family Court as additional insured for its interest on all policies of insurance, exceptWorker’s Compensation and provide that the Family Court be given at least 30 days prior written notice of any cancellationor intention to not renew or material change in such coverage. This rider must be included with the Certificate ofInsurance.Waiver of subrogation: The Family Court shall not be liable for any damages to the contractor's equipment, supplies andmaterials caused by casualty occurrence, and it being understood that the contractor shall look to its insurer forreimbursement and shall obtain from its insurer waiver of subrogation right against the Family Court, the 16th Judicial CircuitMissouri or Jackson County, Missouri.Environmental protection: The contractor shall abide by all federal, state and local laws, rules and regulations regardingthe protection of the environment. The contractor shall report any violations to the applicable governmental agency. Aviolation of applicable laws, rule or regulations may result in termination of this contract.The contractor shall comply with all applicable standards, orders, or requirements issued under section 306 of the CleanAir Act (42 U.S.C. 1857 (h)), section 508 of the Clean Water Act (33 U.S.C. 1368), Executive Order 11738, andEnvironmental Protection Agency regulations (40CFR part 15). This shall include mandatory standards and policies relatingto energy efficiency which are contained in the state energy conservation plan issued in compliance with the Energy Policyand Conservation Act (Pub. L. 94-163, 89 Stat. 871).Certificate of authority: All foreign corporations transacting business in the state of Missouri must have obtained a“Certificate of Authority” form - Corp - 42 from the Missouri Secretary of State. Every foreign corporation now doing businessin or which may hereafter do business in the state of Missouri without a certificate of authority shall be subject to a fine ofnot less than $1,000 (Sections 351.572 and 351.574, RSMo).Prevailing wage: Since the Family Court’s estimated budget for this project is less than $75,000.00, Prevailing Wage doesnot apply.
