STATEMENT OF PURPOSE:The State of Tennessee, Department of Economic and Community Development (TNECD),issues this Request for Information (“RFI”) for the purpose of identifying housing entities with theinterest, experience, and capacity to serve as a subrecipient for the State’s CommunityDevelopment Block Grant–Disaster Recovery (CDBG-DR) Housing Rehabilitation andReconstruction Program (HRRP). This RFI is intended to assist TNECD in assessing potentialprogram delivery approaches and implementation capacity for a federally funded disasterrecovery housing program. It does not constitute a solicitation, Notice of Funding Availability(NOFA), Request for Proposals (RFP), or other procurement action. TNECD appreciates yourinput and participation in this process.2. BACKGROUND:The Tennessee Department of Economic and Community Development (TNECD) administersCommunity Development Block Grant–Disaster Recovery (CDBG-DR) funds on behalf of theState to support long-term recovery efforts following federally declared disasters. In response todamage caused by DR-4751 (December 2023 Tornadoes) and DR-4832 (September 2024Tropical Storm Helene), TNECD has allocated $34,451,100.00 to implement the HousingRehabilitation and Reconstruction Program.The HRRP is intended to address unmet housing recovery needs by restoring safe, decent,sanitary, and code-compliant housing for disaster-impacted households, with a primary focus onlow- and moderate-income (LMI) individuals and families residing in HUD-designated MostImpacted and Distressed (MID) areas. The program is designed to stabilize communities affectedby these disasters by repairing, reconstructing, or replacing damaged housing stock andincorporating cost-effective mitigation and resilience measures where feasible.Eligible housing structures under the HRRP include site-built single-family homes, modularhomes, manufactured housing units (MHUs), and small rental properties with up to four (4) units.Program activities may include housing rehabilitation, full reconstruction or replacement ofsubstantially damaged homes, MHU replacement, mitigation measures such as elevation or1floodproofing, and temporary relocation assistance when necessary. Final eligibility requirements,allowable activities, and cost types are governed by the HRRP Program Guidelines.Program assistance is limited to properties located within the following HUD-designated MIDcounties: Carter, Cocke, Greene, Johnson, Montgomery, Unicoi, and Washington. TNECDintends to target resources to these areas based on verified disaster impacts and unmet housingneeds.TNECD anticipates implementing the HRRP through one or more subrecipient agreements, underwhich selected subrecipient(s) would be responsible for program rollout, day-to-day programadministration, and delivery in accordance with State-issued program guidelines, policies, andoversight requirements. Subrecipient responsibilities may include applicant outreach and intake,eligibility determination, duplication of benefits analysis, damage assessments, environmentalreview coordination, contractor management, construction administration, financial management,and reporting.
