INTRODUCTIONa) The City of Brentwood (herein noted as "the City") proposes to retain qualifiednuisance abatement contractors (herein noted as "Contractor") to provideservices for including but not limited to removing junk and debris and similarwork for projects on an as needed basis for the City.b) The City has established specific qualifications to ensure completion and qualityof the service provided. The Contractor shall possess skill and experience toperform quality work as solely determined by the City, which qualifies it toprovide general contractor services related to civil projects as detailed andspecified.c) Interested parties are invited to submit their proposal for consideration. Thesubmittal should contain, at a minimum, the information requested in thisRequest for Proposals should be delivered to city hall. Four (4) copies of theproposal, marked on the outside of the envelope "RFP — Nuisance Abatement"should be delivered to:City of Brentwood- Attention: City ClerkBrentwood City Hall2348 South Brentwood BoulevardBrentwood, MO 63144d) The proposals should be delivered no later than June 15, 2026, by 5:00 p.m.Central Standard Time (CST). Any submittals received after the proposal deadlineshall not be considered. The date of receipt of the proposals as noted by the Cityof Brentwood will be conclusive for all purposes.e) The City of Brentwood reserves the right to reject any or all proposals submitted.No proposal may be withdrawn for a period of three (3) months following thedate specified for the receipt of proposals.f) A team of City officials will evaluate the proposals. If deemed necessary, a shortlist of firms will be notified for follow-up interviews. The evaluation team willsummarize its findings and submit their recommendation to the Public WorksCommittee. If deemed necessary to help establish a fair and responsible cost forservices in negotiation with selected respondents, the City may request copies(from the "selected" firm), of the past five (5) contracts providing nuisanceabatement services. Any objections to this must be clarified in your response tothis RFP.g) Any inquiries concerning the proposal should be directed to John Benisch, ChiefBuilding Official at jbenisch@brentwoodmo.org.h) Contact with other City officials or members of the Board of Aldermen isprohibited.i) The City will not be liable for any cost which may be incurred in connection withthe preparation or presentation of any submittal or demonstrations.2j) Contact with other City officials or members of the Board of Aldermen isprohibited.k) The City will not be liable for any cost which may be incurred in connection withthe preparation or presentation of any submittal or demonstrations.2. SCOPE OF SERVICESNeither exclusivity nor any specific amount of work will be promised in the Agreement,and the City will decide when and if to request services. Anticipated types of work willinclude, but not limited to, removal of junk and debris. Once the contractor has been givenan approved work order from the City, the work should be started within (2) days andcompleted within (7) days.A. Contractor Requirementsa) Confirm they received the work order within 24 to 48 hours.b) Once the Contractor confirms they received the work order, a not to “exceedcost” estimate will be submitted to the Planning and Development Directorwithin 48 hours of receiving the Work Order.c) The Contractor shall require approval from the Director of Planning andDevelopment if the Contractor will need to exceed the not-to-exceed cost ofthe work order.d) Once the Planning and Development Director has approved the “not to exceedcost estimate” the contractor shall start the work within (2) days and becompleted within seven (7) days.e) All debris is to be removed by the Contractor daily. Disposal shall be made offsite and the contractor shall pay all disposal fees.f) The Contractor shall submit all dump and or rental receipts with invoices, alongwith photos of before and after work completed.3. STATEMENT OF QUALIFICATIONSResponses to this RFP should be specific and precise with adequate detail to accuratelydefine Contractor's qualifications for performing the services required. Limit yourresponses to the information requested in each section. Any additional informationthat you wish to submit should be included in a separate section marked "SupplementalInformation."A. General Qualificationsa) State what work your company can self-perform.b) State the location of the company’s headquarters and location, if different alsothe location from which this project will be managed.c) Provide information regarding the firm's ownership and organizationalstructure including a company organizational chart.d) Provide references for the firm's Banks, Surety and Bonding Agent.3e) List any judgments, claims, arbitration or suits against your organization or itsofficers which are pending, or which have been resolved in the last five years.B. Related Project Experience1. Provide specific documentation regarding your firm's proximity, experience,familiarity and commitment to the Brentwood area and community.C. Proposed Teama) Provide an organizational chart showing your team's proposed projectb) Identify the commitment level of each key person to be assigned to theproject if selected. The use of alternative personnel, other than those listed,will be considered a breach of contract unless the change is due to theemployee's resignation/illness/termination or if it is agreed upon andapproved in writing by the City of Brentwood.D. Ratesa) Provide a schedule of hourly rates for your labor categories.b) Provide a schedule of equipment rates.c) Provide your bond and insurance rates.d) Provide any other pertinent information the firm wishes to present.4. INSURANCEGeneral Liability InsuranceThe selected Contractor shall procure and maintain, for the duration of the contract,insurance against claims for injuries to persons or damages to property which may arisefrom or in connection with the performance of the work hereunder by the Contractor,their agents, representatives, employees or subcontractors. The minimum amount ofinsurance shall be $1,000,000 per occurrence, $3,000,000 general aggregate,The selected Contractor shall not commence work under the Agreement until it hasobtained the insurance required under this Section, and such insurance has beenapproved by the City. The Contractor shall not permit any employee to commence work4in relation to the Agreement until insurance equivalent of that required of the Contractorhas been so obtained and approved by the City. The Contractor must obtain and maintain(at its sole expense) during the life of the Agreement, insurance of the type and theminimum amounts stated in the Agreement.This requirement of insurance does not limit the Contractor's liability under theAgreement in any manner.Worker's Compensation InsuranceThe selected Contractor shall procure and shall maintain during the Term of theAgreement,a) Worker's Compensation Insurance in an amount equal or greater thanMissouri Workers Compensation statute requirements ($500,000) for all itsemployees to be engaged and perform work under the Agreement.b) The insurer shall agree to waive all rights of subrogation against the City,its officers, officials, employees and volunteers for losses arising fromwork performed by the Contractor for the City,c) Contractor shall be in full compliance with the Workmen's Compensation Act ofthe State of Missouri and Employer's Liability Coverage as required by MissouriState statute.Comprehensive Automobile Liability InsuranceThe selected Contractor shall maintain Comprehensive Automobile Liability insurancecoverage in the amount of $1,000,000 per occurrence and shall supply proof of coverageto the City before commencing work in the facility.Satisfactory CoverageThe insurance which the Contractor is required to obtain and maintain shall be writtenby a company or companies licensed to do business in the State of Missouri andsatisfactory to the City. Insurance is to be placed with insurer with a Bests' rating of noless than A: The Contractor shall not allow any policies to be canceled or permit thepolicies to lapse during the Term of the Agreement. All insurance policies shall include aclause to the effect that the policy shall not be canceled or changed unless thirty (30)days prior written notice has been received by the City and provided further that thenotice must be evidenced by receipt of registered letter.Proof of Insurance Coverage"Certificates of Insurance" shall be originals, not copies, shall contain true transcripts forthe policy, authenticated by the proper officer of the insurer, evidencing in particularthose insured, the extent of the insurance, the location end operation to which theinsurance applies, the effective date and expiration date and the notice of cancellationclause referred to above an original "Certificate of Insurance" shall be furnished to the5
