BID FOR:
Solid Waste Tipping Fees City of Passaic

Sealed Proposals will be received on Wednesday, September 3, 2025, @ 10:30 A.M. prevailing time in Purchasing Conference Room, Room 207, Second Floor, 330 Passaic Street, Passaic, New Jersey and then publicly opened and read aloud for the furnishing and delivery to the City of Passaic of the following:

Bidders must submit a standard form of questionnaire and financial statement fully answered along with their bid proposal.

Forms of Statement, Questionnaire, Financial Statement, Specifications and Bond, etc. may be obtained or examined at the Division of Purchasing, City Hall, 330 Passaic Street, Passaic, New Jersey on business days between the hours of 8:30 a.m. and 4:00 p.m. prevailing time or downloaded from the City of Passaic’s Website www.cityofpassaic.com

Bids will be received for a period of Three (3), Four (4) or Five (5) year (s), to commence on October 1, 2025 and ending on October 31, 2028 as to the three (3) year contract; October, 1, 2025 and ending on October 31, 2029 as to the four (4) year contract and October, 1, 2025 and ending on October 31, 2030 as to the five (5) year contract

Proposals must be made on the standard Proposal Form provided, accompanied by a Proposal Guarantee in the form of a Bid Bond from a Surety/Bonding Company licensed and qualified to do business in the State of New Jersey; a Certified Check or Cashier’s Check in the amount of ten percent (10%) of the total amount bid, but not in excess of $20,000 to insure signing of the contract.

Bidder shall also submit with the bid a Certificate of Surety from a Surety Company licensed and qualified to do business in the State of New Jersey, stating that it will provide the contractor with a Performance Bond in the total amount of price bid.

The entire work must be performed by the bidder, and no part or section of the same can be sublet or assigned except with the prior written consent of the Business Administrator.

A performance bond shall be required for the length of the term of the contract (one (1) year contract renewable) in an amount equal to the contract price for that period of the contract.

Insurance requirements shall be furnished as set forth in the Proposal Form.   Bidders are required to comply with the requirement of N.J.S.A. 10:5-31 et. seq. and N.J.A.C. 17:27.

The City reserves the right to waive minor defects in the Bid.  The City of Passaic is only responsible for forwarding addendums or clarifications to those prospective bidders who obtained specification directly from the City of Passaic, Division of Purchasing or to those who have put the City of Passaic Division of Purchasing on notice as having received the specification.

Bidders must be registered with the Division of Revenue, State of New Jersey for a Business Registration Certificate at the time of contract award.

All bids must be submitted upon proposal forms furnished by the Director of Purchasing and bids on any other forms will not be accepted.

Proposals shall be addressed to Doris Dudek, Director of Purchasing, City of Passaic, Division of Purchasing, 330 Passaic Street, Passaic, New Jersey 07055 in a sealed envelope with name of bid on envelope.
