Notice to Bidders: Notice is hereby given that sealed bids will be received for the project named below by the Forest Municipal School District on June 11, 2026.

Project Identification: 26015 Forest Municipal School District Cafeteria Renovations.

Project Locations:
a. Forest Elementary School, 513 Cleveland Street, Forest, MS 39074.
b. Hawkins Middle School, 803 Oak Street, Forest, MS 39074.
c. Forest High School, 511 Cleveland Street, Forest, MS 39074.

Owner: Forest Municipal School District, 325 Cleveland Street, Forest, MS 39074.

Owner's Representative: Dr. Melanie R. Nelson, Superintendent.

Architect: Dale Partner Architects, PA, One Jackson Place, Suite 250, 188 East Capitol Street, Jackson, MS 39201.

Project Description: The project includes cafeteria renovations at Forest High School, consisting of a new ceiling system, lighting, rubber base, wall finishes, serving line, and drinking fountain, as shown in the contract documents. Additive alternates include new serving lines for Hawkins Middle School and Forest Elementary School; interior kitchen upgrades at Forest High School; installation of porcelain floor tile in the Forest High School cafeteria dining area; new cafeteria seating; roll-up doors at Forest High School; and a new washer and dryer area for the Forest Elementary School cafeteria.

BID SUBMITTAL AND OPENING

Owner will receive sealed lump sum bids until the bid time and date at the location given below. Bid proposals must be delivered in a sealed envelope marked plainly on the outside of the envelope with the following: "Forest Municipal School District Cafeteria Renovations; Project number 26015 to be opened June 11, 2026" Envelope shall be addressed to Dr. Melanie R. Nelson, Superintendent, 325 Cleveland Street, Forest, MS 39074. In addition, the envelope shall list the bidders Company name, Company address and all applicable state and local license and registration numbers of the bidder. Envelopes not so marked are submitted at the risk of the bidder as the Owner and Architect assume no responsibility for the premature opening of any bid envelope by any employee of the Owner or Architect. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:

In addition, Electronic bids may be submitted through the website www.dalepartnersplans.com . Electronic bids are not required by the Forest Municipal School District but offered as another means to submit a bid. Single stipulated sum bids will be received for all work required by the contract documents in accordance with the Instructions to Bidders

Bid Date: Thursday, June 11, 2026.
Bid Time: 2:00 p.m., local time.
Location: Forest Municipal School District, 325 Cleveland Street, Forest, MS 39074.

Proposals shall be submitted in duplicate only upon the blank proposal forms provided with the specifications and must be accompanied by Proposal Security in the form of a Certified Check or acceptable Bid Bond in the amount equal to at least five percent (5%) of the Base Bid: such security to be forfeited as liquidated damages, not penalty, by any bidder who fails to carry out the terms of the proposal, execute a contract and post Performance and Payment Bonds in the form and amount within the time specified. The Bid Bond, if used, shall be payable to the Owner.

Bids will be thereafter publicly opened and read aloud.

BID SECURITY

Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 90 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.

The owner reserves the right to postpone action and final decision for a period of up to ninety (90) days.

PREBID MEETING

Pre-Bid Meeting: See Document 002513 "Pre-Bid Meetings."

A Pre-Bid Meeting for all bidders will be held at Forest Municipal School District, 325 Cleveland Street, Forest, MS 39074 on Tuesday, June 2, 2026, at 10:00 a.m., local time. Prospective prime bidders are requested to attend.

Bidders' Questions: Architect will provide responses at Pre-Bid Conference to bidders' questions received up to two business days prior to conference.

Plan holders are required to register and order bid documents at www.dalepartnersplans.com . Bid documents are non-refundable and must be purchased through the website. Bid Documents will only be made available to plan holders as entire documents. Partial sets will not be issued.

TIME OF COMPLETION AND LIQUIDATED DAMAGES

The undersigned Bidder proposes and agrees to commence the Work upon receipt of a written Notice to Proceed issued by the Architect. The Work associated with the Forest High School kitchen and serving line, as well as the serving lines at Hawkins Middle School and Forest Elementary School, shall be substantially completed by July 30, 2026. The entire project shall be fully completed no later than September 1, 2026. The Work is subject to liquidated damages as set forth in the Contract Documents.

BIDDER'S QUALIFICATIONS

Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder.
