Pro Forma Contract03-05-25 RFP1.INTRODUCTIONThe State of Tennessee, Department of Environment and Conservation, hereinafter referred to as “theState,” issues this Request for Proposals (RFP) to define minimum contract requirements; solicitresponses; detail response requirements; and, outline the State’s process for evaluating responses andselecting a contractor to provide the needed goods or services.Through this RFP, the State seeks to procure necessary goods or services at the most favorable,competitive prices and to give ALL qualified respondents, including those that are owned by minorities,women, service-disabled veterans, persons with disabilities and small business enterprises, anopportunity to do business with the state as contractors, subcontractors or suppliers.1.1. Statement of Procurement PurposeThe State is seeking to procure wireless-as-a-service (WaaS) that will provide reliable and scalablewireless connectivity across Tennessee State Parks. The goal is to increase the State’s wireless offeringsat recreational facilities, cabins, campgrounds, lodges, and other park buildings for both guests and parkemployee use. The WaaS provider should provide comprehensive network coverage and be easilymanaged and supported by the awarded vendor in cooperation with Tennessee State Parks IT staff.Additionally, the ideal Respondent should offer competitive pricing to ensure a long-term partnership thatsupports the mission of Tennessee State Parks.Specifically, the Respondent would be expected to provide the following services, at a minimum:1.Wireless network design and implementation that takes into consideration networkcoverage, bandwidth requirements, and security;2.Network monitoring and management to ensure optimal performance, availability, andsecurity;3.Network upgrades and maintenance to keep the network up to date with relevanttechnology and evolving security standards;4.User and device management to assist with user authentication and access control, anduser support;5.Security services such as intrusion detection and prevention, network segmentation, anddata encryption, to protect the wireless network and user data;6.Analytics and reporting on items including, but not limited to, network usage,performance, and security event logs;7.Support and training to assist State staff in managing and troubleshooting the wirelessnetwork effectively.Roll-out of the services would be accomplished by, first, focusing on eleven priority parks, and then throughagreement described in pro forma sections A.3., A.10. and E.3., expanding services to additional parks asoutlined by the State. An ideal candidate would solve for Tennessee State Park’s goals of improving theeffectiveness of staff in completion of day-to-day job requirements as well as providing an improved amenityfor guests. The WaaS provider would ideally provide symmetric service for all park staff and visitors,installation and maintenance of equipment, as well as a pricing model to allow for seasonal rate adjustments.State Parks will prioritize “locations of need” to meet budgetary restrictions or availability of funds (lodges,campgrounds, cabins, marinas, visitor centers, golf courses, etc.). The maximum liability for the contract will be set at $10 million.1.2. Scope of Service, Contract Period, & Required Terms and ConditionsThe RFP Attachment 6.6., Pro Forma Contract details the State’s requirements:▪ Scope of Services and Deliverables (Section A);▪ Contract Period (Section B);▪ Payment Terms (Section C);▪ Standard Terms and Conditions (Section D); and,▪ Special Terms and Conditions (Section E).The pro forma contract substantially represents the contract document that the successful Respondentmust sign.1.3.
