This PROJECT IS A STANDARD LOW BID PROJECT and includes: GENERAL CONSTRUCTION
The work under this Contract shall generally consist of but is not limited to providing all labor, material, devices, tools and equipment required for the replacement of existing treatment equipment and application of protective coating system to concrete surfaces in SBR #1 and Digester #1 at the Fort Indiantown Gap Wastewater Treatment Plant. All Work shall be in accordance with the specifications and drawings and subject to the terms and conditions of all other Contract Documents.
ESTIMATED RANGE: General Construction - $2,000,001.00 - $3,000,000.00
Liquidated Damages: General Construction - $750.00 per day
MANDATORY PRE-BID CONFERENCE: The Pre-Bid Conference will take place on Thursday June 4, 2026, at 10:00AM at the Waste Water Treatment Plant - Building 4-174 (map attached in bid documents), Fort Indiantown Gap, Annville, Lebanon County, PA. ALL POTENTIAL BIDDERS MUST BE PRESENT TO SUBMIT A BID SUBMISSION.
Questions are due back by COB 4:30PM EST on June 18, 2026.

TBD: The Department of General Services Public Works and the Business Inclusion and Supplier Development (BISD) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals.
This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information.

Calculating VBE participation1. VBE subcontractors. A VBE subcontractor, through its own employees, shall perform atleast 50% of the amount of the subcontract. 100% of the total subcontract amount shallbe counted towards the VBE participation goal, unless the VBE subcontractor isperforming one of the functions listed in paragraphs 2-4 below.2. VBE manufacturers. A VBE manufacturer is a firm that operates or maintains a factory orestablishment that produces, on the premises, the materials, supplies, articles or equipmentrequired under the contract and of the general character described by the specifications.100% of the total cost of the materials or supplies purchased from the VBE manufacturershall be counted towards the VBE participation goal.3. VBE stocking suppliers. A VBE stocking supplier is a firm that owns, operates ormaintains a store, warehouse or other establishment in which the materials, supplies,articles or equipment of the general character described by the specifications and requiredunder the contract are bought, kept in stock and regularly sold or leased to the public inthe usual course of business. 60% of the total cost of the materials or supplies purchasedfrom the VBE stocking supplier shall be counted towards the VBE participation goal.Example for illustrative purposes of applying the 60% rule:Overall contract value: $2,000,000Total value of supplies: $100,000Apply 60% Rule: $100,000 x 60% = $60,000Divide 60% Rule result by contract value: $60,000/$2,000,000 = 3%In this example, 3% would be counted towards the VBE participation goal for the VBE supplier.4. VBE nonstocking suppliers. A VBE nonstocking supplier does not carry inventory butorders materials from a manufacturer, manufacturer’s representative or a stockingsupplier. For a nonstocking supplier to receive credit, the nonstocking supplier shallperform a useful business function by engaging in meaningful work (that is, negotiatingprice; determining quality and quantity; ordering materials; and paying for the materials).Industry practices and other relevant factors will be considered. Only the amount of thefee or commission charged by the VBE nonstocking supplier for assistance in theprocurement of the materials and supplies shall be counted towards the VBE participationgoal.
