Given the tight space confinements, wewould be interested in taking over portions of the Western parking lot, in addition to stagingmaterials on the east side closest to the pier access. Would this be feasible considering thepublic parking and boat ramp use?A.1 The public access east of the boat ramp canal can be gated off for use by the contractor. Thecontractor will be responsible for any gates, fencing and locks associated with this effort.Q.2 Would the boat ramp be open to the public during our construction window? The covewould be needed for marine/barge/tug mooring.A.2 We do not anticipate closing access to the ramp during construction.Q.3 Can the County detail the expectations of the limits of salvage/reuse of the previously re-built portions of the timber pier? During the pre bid meeting, it was stated that the existingtimber piles could be re-used. We request the re-use of these materials be documented andthe process of determining what piles may need to be replaced. Is the expectation to removeand replace the 4x16 cap beams, or can portions of these be reused if acceptable condition?A.3 The expectation is that the only portions of the previously completed work that may needto be removed and replaced would be some of the 2x12 joists to which the ThruFlow deckingwill be attached. Over time, some of these have warped and may not align with the anchorpoints in the decking. The contractor, along with the CEI team will make a field determinationof the extent of the replacement that is needed.Q.4 Can the County acknowledge that the existing timber boardwalk shown to remain, doesin fact need some work to be accepted, to include the angled portions such as location B,location C, and Location D (Sheet S-1).A.4 As stated in the mandatory pre-bid meeting, there are clearly areas that within the area ofthe previous work that need to be completed. The successful bidder will be compensated basedon the bid unit price for the work that they complete.Q.5 Addendum 2 indicates existing materials available for reuse. Is the contractor at risk forusing these materials if during the contract it is determined that they quantity shown is notactually the quantity that is re-usable?2ITB 2026-04 MASHES SANDS PIER REPLACEMENTADDENDUM NO. 4A.5 The materials are available for inspection by all perspective bidders. It is recommended thatthe materials be evaluated to determine acceptability for use. The unit price provided in thebid should reflect the contractor’s intent to use or not use the provided material. (i.e. if thesubmitted bid is based on using the existing materials, but the contractor later decides not touse said materials, a price increase will not be granted)3
