Update 8/26/2026:

See attached Solicitation Amendment 03 for details. The only change is an update to PoP in section 00 00 00 of the solcitiation. Period of Performance is revised through the Soliciation and SoW to 220 days.

Quote due date not extended - Quotes Due August 31st, 2:00pm EDT.

Update 8/24/2026:

This update includes Solicitation Amendment 02, updated Statement of Work, and responses to RFIs 1-33.

See attached Amendment 0002 for full details. All changes are captured in the "Summary of Changes" on page 2 of the amendment, and are also highlighted in yellow for convenience.

In Summary, the changes are:

1. Period of Performance changed from 180 to 220 days.

2. Gutter references were removed from the solicitation, section 00 00 00, Key Performance Requirements - #4.

3. Add attachments: Attachment #7 – E-51 Lightning and Grounding Plan, and Attachment #8 – E-52 Lightning Protection.

PROJECT TITLE: TARC BLD 1- ROOF REPAIR

PROJECT LOCATION: ARLINGTON, VA

THIS IS A COMPLETE TEAR-OFF AND REPLACEMENT PROJECT DESIGNED TO PROVIDE A NEW, WATERTIGHT, AND ENERGY-EFFICIENT ROOF SYSTEM THAT COMPLIES WITH ALL APPLICABLE STATE AND LOCAL BUILDING CODES.

THE MAJORITY OF THE WORK WILL CONSIST OF ROOF SYSTEM REMOVAL, DRAIN AND PENETRATION REPLACEMENT, ROOF SYSTEM INSTALLATION, SHEET METAL AND FLASHING INSTALLATION, AND ANCILLARY WORK PER THE SCOPE OF WORK.

THIS ACQUISITION IS CONSIDERED COMMERCIAL CONSTRUCTION AND FAR 12 PROCEDURES WILL BE UTILIZED AS APPLICABLE.

1. RESTRICTED: 100% SMALL BUSINESS SET-ASIDE

2. NAICS 238160 - SIZE STANDARD: $19M

THIS PROJECT IS BEING SOLICITED IN ACCORDANCE WITH REVOLUTIONARY FEDERAL ACQUISITION REGULATION OVERHAUL (RFO FAR) SUBPART 12.201-2, OTHER PROCEDURES, FOR ACQUISITION OF COMMERCIAL CONSTRUCTION SERVICES IN CONJUNCTION WITH RFO FAR 36.101-1(A), AND DFARS RFO DEVIATIONS 236. AWARD WILL BE MADE TO THE RESPONSIBLE OFFEROR WHOSE QUOTE CONFORMS TO THE SOLICITATION AND IS MOST ADVANTAGEOUS TO THE GOVERNMENT CONSIDERING ONLY PRICE AND PRICE RELATED FACTORS. SOLICITATIONS, INFORMATION NOTICES, AND AMENDMENTS FOR THIS SOLICITATION WILL BE POSTED AT HTTPS://SAM.GOV.
