Scope of Services
The City of Kissimmee (“City” or “Owner”), in close coordination and partnership with Cirrus Design Corp. D/B/A Cirrus (“Cirrus”), is soliciting Statements of Qualifications (“SOQs”) from qualified construction management firms to provide Construction Manager at Risk (“CMAR”) services for the Cirrus-Kissimmee Build-to-Suit Lease Project at Kissimmee Gateway Airport (the “Project”).

The City will serve as the sole contracting authority and will issue and administer the CMAR contract in accordance with its adopted Purchasing Manual and applicable Florida Statutes, including §§ 287.055 and 255.103, Florida Statutes.

Cirrus, the intended lessee and end user of the facility, will serve in a central and active role throughout the procurement and delivery of the Project, including participation in the evaluation process, design coordination, GMP development, and construction oversight. Although Cirrus will not be a signatory to the CMAR contract, it will serve on the Selection Committee, participate in value engineering and preconstruction review, and act as a key project decision-maker alongside the City. Cirrus shall also be recognized as an intended third-party beneficiary of the CMAR agreement for purposes of coordination and enforcement.
