The City of Harlingen is requesting Statements of Qualifications for Professional Engineering Services for Design &

Environmental Permitting for the Arroyo Colorado Hike & Bike Trail Extension Project - Dixieland Reservoir. Interested

submitters must register to request a RFQ packet with the Purchasing Office at Purchasing@harlingentx.gov. The deadline

for submission is 2:00 p.m., Tuesday, February 10, 2026, in the Purchasing Office located at 404 S. 54th Street, Harlingen,

This project is funded partially or in full through federal funds. All federal requirements applicable to the program apply to

Notice is hereby given that the City of Harlingen, Texas is requesting Statements of Qualifications

for:

RFQ NO. 2026-01 Professional Engineering, Design, and Environmental

Permitting for the Arroyo Colorado Hike and Bike Trail Extension Project-Dixieland

Reservoir

The City of Harlingen is requesting Statements of Qualifications for Professional Engineering

Services for the Design of the Hike and Bike Extension along the Arroyo Colorado, including

Environmental Permitting for this project. Interested submitters must register to request an RFQ

packet with the Purchasing Office at Purchasing@harlingentx.gov. The deadline for submission

is 2:00 p.m., Tuesday, February 10, 2026 in the Purchasing Office located at 404 S. 54th

Street, Harlingen, TX 78550. For more information, contact the Purchasing Office at (956)

216-5318.

All proposals received and time stamped by the proposal submittal deadline shall be accepted

as timely submitted. Proposals submitted after the Proposal due date shall not be

accepted. Proposals will be opened promptly at the time and date specified. The responsibility for

submitting a proposal on or before the stated time and date is solely and strictly the

responsibility of the Proposer. The City of Harlingen will in no way be responsible for delays

caused by mail delivery or caused by any other occurrence. All expenses involved with the

preparation and submission of proposals to the City of Harlingen, or any work performed in

connection therewith, shall be borne by the Proposer.

INSTRUCTIONS TO RESPONDENTS

RFQ NO. 2025-01 Professional Engineering, Design, and Environmental

Permitting of the Arroyo Colorado Hike and Bike Trail Extension Project-Dixieland Reservoir

The City of Harlingen requests the submission of Qualification Statements which may lead to the

possible award and execution of a Professional Service Agreement with a competent, qualified

Engineering FIRM licensed to practice in the State of Texas. The City of Harlingen will receive

sealed proposals containing Statement of Qualifications for engineering services providing for the

full design and required pre-construction clearances by state and/or federal entities for the above

referenced project. The scope shall include Engineer Schematic Design (100 percent Sign &

Sealed Plans), environmental assessment, surveying, permitting, and Recommend Plans,

Specifications, & Estimate (PS&E) ready for bidding in conformance with the Texas Department of

Transportation (TxDOT) design criteria. Statements of Qualifications will be accepted

until Tuesday, February 10, 2026 at 2:00 P.M. ANY RESPONSE RECEIVED AFTER THAT

TIME WILL NOT BE OPENED AND WILL BE RETURNED.

SECTION I. SCOPE OF WORK

SCOPE OF WORK/PROPOSAL OF SERVICES:

The scope of work involves preparing the schematic design, 100 percent signed and sealed plans,

specifications and permitting for the construction of a 10-foot-wide asphalt hike and bike trail

extension, trail amenities, solar lighting and trail head. The trail extension project will connect the

existing trail along the Arroyo Colorado to Dixieland Park, 2501 Dixieland Road, Harlingen Texas

Project development for the Arroyo Colorado Hike and Bike Trail Extension Project-Dixieland

Reservoir shall include survey, preparation of schematics, geotechnical services, hydraulic

modeling analysis, ROW Mapping for the purpose of land or easement acquisition for property
