Specifically, to receive figures marked as confidential and/or exempt referencedocuments as an electronic file or other media as the District may deem appropriate (ExemptDocuments), potential bidders must have an authorized representative sign the District’s standardExempt Documents Distribution Agreement (EDDA) form which is provided in this RFB. Upon theDistrict’s receipt of a signed EDDA and its confirmation that the potential bidder may receiveconfidential and/or exempt documents, the potential bidder shall be provided access to the ExemptDocuments. Potential bidders shall send a completed and signed EDDA to Procurement Servicesat Email: procurement@watermatters.org. Potential bidders are encouraged to submit signed EDDAas soon as possible, considering whether it wishes to review such documents prior to the mandatorypre-bid conference and site visit. The District will review completed, signed EDDAs on a first come,first served basis subject to staff availability. EDDAs received less than three business days beforethe opening date and time will not be reviewed.1.3 DEVELOPMENT COSTS.Neither the District nor its representatives will be liable for any expenses incurred in connectionwith preparation of a response for this RFB. Bidders areresponsible for checking the websites listed in the Internet Availability section for the District’sresponses to the questions presented.1.7 BID RECEIPT AND OPENING.The bid opening will be public, on the date and at the time specified on the Cover Sheet. It isBidder's responsibility to assure its response is uploaded to the DemandStar website before duedate and time. Bids that for any reason are not so received will not be considered. Bidders mustsubmit one complete response package electronically through www.demandstar.com.Instructions on how to submit documents are included with this RFB. Bids that are not received ina timely manner will not be accepted. The DemandStar time stamp will be conclusive as to thetimeliness of filing.
