Bid Title: RFP - Building and Safety Services for the Community Development Department
Category: Administration Status: Open Description: The City of Laguna Niguel (“City”) is seeking proposals from qualified firms (“Consultants”) to provide comprehensive Building & Safety Division services, including administration, permit issuance, plan check, inspection, building code enforcement, and public counter services.
Proposals must comply with the provisions of this Request for Proposal (“RFP”). The City reserves the right to waive any irregularity, informality, or error in a proposal or in the RFP process and may reject any proposal that does not meet these requirements. Final selection of the successful proposer will be made solely by the City on criteria determined by the City.

INTRODUCTIONThe City of Laguna Niguel (“City”) is seeking proposals from qualified firms (“Consultants”) toprovide comprehensive Building & Safety Division services, including administration, permitissuance, plan check, inspection, building code enforcement, and public counter services.Proposals must comply with the provisions of this Request for Proposal (“RFP”). The Cityreserves the right to waive any irregularity, informality, or error in a proposal or in the RFPprocess and may reject any proposal that does not meet these requirements. Final selectionof the successful proposer will be made solely by the City on criteria determined by the City.The selected Consultant will be required to enter into a Professional Services Agreement(“Agreement”) with the City, a sample of which is included in Attachment A. By submitting aproposal, the proposer acknowledges and agrees to the terms of this RFP and Agreement,unless specific exceptions are identified in the proposal. The City reserves the right to enterinto negotiations with the successful proposer to consider requested exceptions or changesto the Agreement or the RFP.Proposal Deadline & TermProposals must be received no later than 5:00 P.M. on Monday, May 4, 2026 as described inSection VIII. Late submissions will not be accepted.The anticipated Agreement start date is December 2026, no later than January 1, 2027. Theinitial term will be five (5) years, with the option for up to five (5) additional one-yearextensions.Questions/Requests for ClarificationsAll questions or requests for clarifications, whether administrative or technical, must besubmitted via email to Hannah Tamaddon, Management Analyst, athtamaddon@cityoflagunaniguel.org no later than 5:00 P.M. on Friday, April 17, 2026.License RequirementsProposers must be authorized to conduct business in the State of California for thepurpose(s) proposed in the submission. If the Proposer is a limited liability company,compliance with California Corporations Code Section 17701.04(e) and related statutes isrequired.II. ABOUT THE CITYLaguna Niguel is a master-planned community located in south Orange County, just minutesaway from California’s beautiful beaches and pristine coastline. The City is a thriving,business-friendly and family-oriented community that enjoys an exceptional quality of life.3The City takes great pride in providing excellent customer service to an engaged andparticipative community. Natural beauty abounds, from the exquisite, coastal views to themajestic Saddleback Mountains. The City is home to 35 parks and 80 miles of scenic hiking,biking, and equestrian trails. Over one-third of the City is devoted to open space and parksand recreation. The extensive parks and trail system, along with the ample natural open spacefeatures, are defining characteristics of the City.Laguna Niguel incorporated in 1989 and currently has a population of approximately 65,000covering an area of 14.72 square miles. The City is conveniently located along the I-5 corridorhalfway between Los Angeles and San Diego with direct access to Metrolink.The Community Development Department is responsible for the City’s planning, building andsafety, grading, and code compliance functions. The adopted Community DevelopmentDepartment operating budget for FY 25/26 is approximately $5 million and is supported by12 full-time and four (4) part-time staff members. Contract staff for current Building & SafetyDivision operations are not included in this staffing total. It also excludes contract staffperforming plan check, permitting, and inspection services for the Grading Division, under aseparate RFP and Agreement.III. GENERAL BACKGROUNDThe City has utilized contract services to perform building and safety services since theCity incorporated in 1989. The current contract expires on December 31, 2026.The City currently uses Enterprise Permitting & Licensing (“EPL”), a management softwareby Tyer Technologies for tracking and managing project reviews, plan check submittals,permit issuance, and inspection activity.Over the past four (4) years, the Building & Safety Division has processed a range of permit,plan review, and inspection activity for construction projects at different stages of reviewand construction within the City. The federal government has indicated its intention to sell theproperty by Summer 2026.Building & Safety Division Services - OverviewThe City’s Building & Safety Division services include reviewing building permit applications andconstruction plans, issuing permits, conducting inspections, and coordinating with otherdepartments and agencies to verify compliance with applicable building codes and standards. Thedivision also provides guidance to property owners, contractors, and developers regarding permittingrequirements, construction standards, and other City requirements and resources.The City seeks a qualified firm able to maintain high levels of customer service, meet establishedperformance standards, and effectively scale staffing to accommodate fluctuations in permit activity.The selected firm will be responsible for providing the following services:• Building & Safety Division Administration• Building Plan Check• Building Inspection• Building Code Enforcement (in collaboration with City Code Compliance personnel)• Building Counter OperationsIV. USE OF SUB-CONSULTANTSIf the proposing firm intends to use sub-consultants, they must identify them and incorporatetheir roles within the proposal. All sub-consultants are expected to meet the same standardsof work quality and customer service required of the proposing firm.V. CITY REQUESTED SERVICESA. Requested Service. The following represents the City requested services and responsibilitiesthe Consultant will be expected to perform. The final Scope of Services, as may be modifiedthrough negotiations or by written addendum issued by the City, will be made part of theAgreement with the successful proposer.1. Building & Safety Division Administrationa. Provide an International Code Council (“ICC”) Certified Building Official. TheBuilding Official shall be responsible for the overall daily administration of theBuilding & Safety Division operations. This is to include, but not limited to:Serve as the Building Official as set forth in the California BuildingStandards Code, in other adopted ordinances, regulations and laws.5
