SummaryHousing Alliance HTX, officially known as the Houston Housing Authority (hereinafter the "Agency"), is soliciting proposals from qualified and experience temporary staffing firms to provide temporary staffing services. The purpose of this solicitation is to establish a fixed-rate contract with one or more qualified temporary staffing agencies to provide professional, reliable, and well-screened temporary personnel on an as-needed basis. Through this solicitation, The Agency seeks to build a pool of responsive staffing partners who can help support business continuity, address temporary vacancies, manage workload demands, and provide access to skilled talent in a timely and cost-effective manner.
Selected agencies must demonstrate the capacity, experience, and expertise to recruit, screen, and place qualified candidates across a range of functional areas, including, but not limited to, administrative/clerical, finance/accounting, housing services, and information technology roles.
Interested parties are responsible for monitoring the OpenGov Procurement Portal for any amendments. Late submissions will not be accepted. All questions must be submitted through the OpenGov portal by the stated deadline. Responses to questions and any modifications will be issued via written addendum through the portal.

BackgroundThe Agency is defined as Housing Alliance HTX, officially known as the Houston Housing Authority (HHA), and includes all affiliated entities and subsidiaries.
The Agency is a public body corporate and politic organized under the Housing Authorities Law, as codified in the Texas Local Government Code, and its functions are essential governmental functions. The Agency provides decent, safe, and affordable housing to low-income families, the elderly, and persons with disabilities, and administers programs funded by the U.S. Department of Housing and Urban Development (HUD).
The property of the Agency is used for essential governmental purposes and is exempt from all applicable taxes, including sales tax on purchases of supplies and services.
The Agency is authorized to enter into contracts and execute all instruments necessary to carry out its functions and responsibilities.
The Agency maintains contractual relationships with HUD to manage and operate its Low-Rent Public Housing Program and administer the Housing Choice Voucher Program (HCVP). Operations are funded through federal funding, administrative fees, development grants, and rental income.
