It differs from a Request for Bid or Quotation in that the county is seeking a solution,as described on the cover page and in the following Background Information section, not a bid or quotation meeting firmspecifications for the lowest price. As such, the lowest price proposed will not guarantee an award recommendation. Asdefined in Charter Resolution No. 68, Competitive Sealed Proposals will be evaluated based upon criteria formulated aroundthe most important features of the product(s) and/or service(s), of which quality, testing, references, service, availability orcapability, may be overriding factors, and price may not be determinative in the issuance of a contract or award. The proposalevaluation criteria should be viewed as standards that measure how well a vendor’s approach meets the desired requirementsand needs of the county. Criteria that will be used and considered in evaluation for award are set forth in this document. Thecounty will thoroughly review all proposals received. The county will also utilize its best judgment when determining whetherto schedule a pre-proposal conference, before proposals are accepted, or meetings with vendors, after receipt of all proposals.A Purchase Order/Contract will be awarded to a qualified vendor submitting the best proposal. Sedgwick County reserves theright to select, and subsequently recommend for award, the proposed service(s) and/or product(s) which best meets itsrequired needs, quality levels and budget constraints.The nature of this work is for a public entity and will require the expenditure of public funds and/or use of publicfacilities, therefore the successful proposer will understand that portions (potentially all) of their proposal may becomepublic record at any time after receipt of proposals. Proposal responses, purchase orders and final contracts are subject topublic disclosure after award. All confidential or proprietary information should be clearly denoted in proposal responsesand responders should understand this information will be considered prior to release, however no guarantee is made thatinformation will be withheld from public view.II. BackgroundSedgwick County, located in south-central Kansas, is one of the most populous of Kansas’ 105 counties with a populationestimated at more than 528,000 people. It is the sixteenth largest in area, with 1,008 square miles, and reportedly has thesecond highest per capita wealth among Kansas’ counties. Organizationally, the county is a Commission/Manager entity,employs approximately 3,100 persons, and hosts or provides a full range of municipal services, e.g. – public safety, publicworks, criminal justice, recreation, entertainment, cultural, human/social, and education.In order to minimize solid waste, increase recycling, and improve the efficiency of solid waste collection, whileminimizing financial impacts to our citizens, Sedgwick County will provide a multi-day’s residential e-waste collectionevent. The event will be held on all Thursdays through Saturdays from April 23, 2026, to May 2, 2026. The event willtake place at: Sedgwick County West Yard, 4701 S. West St., Wichita, KS.The area of collection at the West Yard is not paved and the West Yard will be able to accommodate overflow materialfor a couple of days in case the on-site trailers are filled up for the day. There is a loading dock that can be utilized to filltrailers, however the area leading to the loading dock is not paved.III. Project ObjectivesSedgwick County, Kansas (hereinafter referred to as “county”) is seeking a firm or firms to provide county wide communityE-waste collection event.IV. Scope of WorkItemNo.1.2.3.4.5.6.7.8.RequirementVendor must work with county staff to organize the collection sitea) Coordinate proper staffing to maximize labor.b) Arrange site to facilitate removal of collected material from the site.c) Site to be set up by 5:00 pm every Wednesday through the duration of the event.Vendor must provide qualified workers to assist with the collection event. Specify the number of qualifiedworkers available.Vendor must provide all equipment for the event (trucks, trailers, gaylords, pallets, forklifts, etc.) if needed.Vendor must provide project supervision (as required) and quality control procedures.All e-waste collected MUST be removed from site by the following Wednesday by 5:00 pm during theduration of the event and the week after.All electronic equipment and components removed from electronic equipment must be recycled atappropriate domestic recycling facilities in accordance with all federal, state and local regulations. Utilizeonly those downstream vendors that are in complete compliance with all applicable federal, state and localenvironmental and health and safety regulations.Electronic equipment and components removed from electronic equipment determined to be hazardouswastes can be managed with the reduced requirements of the Universal Waste Rule in Part 273.Comply with the following standards of performance for recyclinga) Refurbish units that are viable and encourage reuse of workable units.b) For units recycled, encourage the highest level of recycling and minimize the amount sent to alandfill. Contractor will not maintain outdoor storage or piles of dismantled equipment, units orparts unless secondary containment is provided to prevent dust or runoff.c) Absolutely no burning or incineration as a disposal method or in the recycling process.d) Document the removal of hazardous components from equipment before shredding.e) Prohibition of exporting non-working or untested working equipment in compliance with federallaws and regulations.f) Obtain and maintain copies of paper trails of all recycling and disposals of electronic waste, andsupply copy to the county upon request.g) Prohibition of disposing of any e-scrap or equipment with leaded glass, mercury, circuit boards, orother hazardous materials in a landfill or waste-to-energy incinerator.h) Maintain written procedures for prevention of environmental contamination and handling unknownwastes.RFP #26-002449. List any manufacturers that offer take-back-programs for their units, describe these offers, and specify howthese programs will be shared with the county.10. Provide report detailing the amount (in pounds) of material collected, recycled, and disposed as waste.Report unit count of the number of televisions, computer monitors, and computers received. This report willdetail the amount of material collected, and which processing, recycling and disposal costs will be paid bymanufacturers’ take-back-programs.11. Accept at a minimum computers, laptops, printers, television sets, cell phones, batteries, printers, tablets ande-readers, network devices (routers, hubs, modems, etc.), peripherals (keyboards, mice, cables, cords,chargers, etc.), components (hard drives, CD-ROMs, circuit boards, power supplies, etc.),VCRs, DVRs,DVD & Blu-ray Players, digital converter boxes, cable/satellite receivers, portable music players, audio-visual equipment, video games, pagers, PDAs, phones, printers, scanners, fax-machines, and copiers.12. Mercury-containing equipment: mercury lamps must be processed by vendors (sub-contractors) experiencedin handling and recycling mercury. Any mercury-containing components must be recovered and notlandfilled.13. Vendor shall recycle rechargeable batteries at a permitted battery recycling facility.14. Vendor and/or its subcontractor(s) will drill/shred all hard drives received from event within 72 hours ofreceipt and provide the location of where the destruction of the hard drives occurs. Any exceptions to thisrule will need to be formally discussed via email and approved by the county.15. Cell phones and tablets shall be collected separately from the rest of electronic waste by county or vendoremployees, not temporary help. After collection of these items, items must be stored in a secured area onlyaccessible by the vendor.VI. Sedgwick County’s Responsibilities• Provide information, as legally allowed, in possession of the County, which relates to the County’srequirements or which is relevant to this project.• Designate a person to act as the County Contract Manager with respect to the work to be performed under thiscontract.• County reserves the right to make inspections at various points of the project. Contractor agrees to openlyparticipate in said inspections and provide information to the county on the progress, expected completion dateand any unforeseen or unexpected complications in the project.• County will supply an appropriate location for the event.• County will supply advertisement for the event.VII. Firms must meet or exceed these qualifications to be considered foraward. Any exceptions to the requirements listed should be clearly detailed in proposer’s response. Proposers shall:1. Have a minimum of five (5) years’ experience in providing services similar to those specified in this RFP.2. Have an understanding of industry standards and best practices.3.
