The City operates ten (10) potable water storage tanks located throughout the City,two (2) clearwells, and submerged fish screens at the City’s river intake pump station. The fishscreens are approximately 48 inches wide and 16 feet long. A map identifying the locations of thesefacilities is included in this RFQ as “Attachment D”.The deadline for submission of qualifications for this work is January 21, 2026, at 2:00 p.m.SCOPE OF WORKThe contractor shall furnish all labor, materials, equipment, consumables, and related servicesrequired to conduct inspection, cleaning, mobilization, safety procedures, video documentation,reporting, and on-call support for the City of Antioch’s potable water tanks and fish screens.Required project tasks include the following:• The contractor shall provide services under both scheduled maintenance and on-callarrangements.• For all on-call service requests, the contractor shall respond within one (1) week ofnotification.• The anticipated annual budget for this work is fifty-thousand dollars ($50,000.00);however, contractors shall submit their own fee schedules for evaluation.• Mobilize to the site and set up the dive trailer and equipment.• After access is developed and Lockout/Tagout (LOTO) is confirmed, dive contractorshall set up the dive system.• Divers shall inspect and clear material from the intake screens and/or bottoms oftanks.• All equipment shall be maintained to industry standards and OSHA requirements.• Perform underwater inspection by diver with simultaneous video recording, includingvoice narration and a display of sufficient size to allow for real-time viewing.• Provide a video recording system capable of capturing color still images onsite andusing methods for indexing, sorting, and detailing specific portions of the video.• Demobilize personnel and equipment from the site.• Perform site clean-up and demobilization, including removal of alltemporary facilities, construction materials, debris, and waste from theproject site.• Submit the following documents:o Final Dive Videoo Final Dive ReportSCHEDULE OF SERVICESService LocationWater Storage TanksRiver Pump StationRoutine InspectionsEvery three (3) yearsAnnually (once per year)Page 2 of 6As-Needed InspectionsPer City requestPer City requestTANK ASSESSMENTSThe goal is to complete potable water tank assessments to determine sound maintenancestrategies and plans for maintaining the structures. Surveys of both the internal and externalsurfaces of the potable water tanks shall be completed. Underwater surveys will be performed whilethe potable water tanks are full of water using special underwater techniques and American WaterWorks Association (AWWA) C652 sanitary procedures for potable water tanks.The focus of the inspections will be to evaluate the current condition of the interior and exteriorcoating systems and the level of corrosion on the tanks. The evaluation will include visualobservations, dry film thickness (DFT) measurements, adhesion testing, and potentially corrosionpit depth and/or ultrasonic (UT) testing, if applicable.During the evaluations, particular attention will be paid to the condition of the following critical areas:• Roof• Roof Structure Shell• Tank Bottom• Overflow Pipe/Weir• Drains/Sumps Inlets/Outlets• Piping• Vents/Screens• Shell and Roof Chine/Joints• Weld or Bolt Connections• Ladders/Safety Climbs• Vandal Deterrents• Platforms/Railings• Manways Hatches Gaskets• Ringwall/Anchor Bolts• Grade/Tank Crevices• Water Level Indicators• Cathodic Protection (CP) Equipment/ComponentsASSESSMENT REPORT/ RECOMMENDATIONSThe deliverable will be a written narrative and color pictorial description of the condition of eachpotable water tank, along with specific recommendations for coatings, cathodic protection (CP), andstructural considerations, where applicable.Recommendations for maintenance work will be based on the level of corrosion and the conditionof potable water tank coatings and cathodic protection (CP) systems. Corrosion assessments willbe based on the amount of change from the original tank design.The life expectancy of existing coating systems, as well as projected corrosion rates on thestructures, will be used to determine future maintenance strategies. Recommendations for coatingswork will be based on paint or lining percentage of failure, ability to be recoated, film heavy metalcontent, estimated remaining life of the system(s), and/or concerns with any impressed currentcathodic protection (CP) systems.Page 3 of 6Recommendations for cathodic protection (CP) repair work, if required, will include a list ofnecessary repairs. Recommendations for any future retrofitting concerns will also be presented,where identified.The contractor will comment on any applicable safety, sanitary, vandalism, and seismic concerns:• Safety concerns include ladder size/design observations, fall-prevention systems, roofaccess areas, etc.• Sanitary concerns include venting and other tank openings such as overflow air gaps.• Vandalism concerns include evaluation of perimeter fencing, lock mechanisms, and climbingdeterrents.• Seismic concerns include visual indications of tank movement, flexible couplings, drainlocations, etc.• It should be clear that this cost proposal does not include a seismic analysis of a tank’sability to structurally withstand a probable seismic event, nor does this scope include anygeotechnical or soils reports.• A narrated video will also be included for the interior inspection of the tank that is inspectedunderwater.FORMAT OF THE STATEMENT OF QUALIFICATIONSThe submittal is to be prepared in a bound 8 ½” x 11” format limited to approximately 30 pages,including brochures. Covers, dividers are not included in the page count. In addition, anyinformation that needs to be returned should not be submitted. The Consultant is requested toinclude the following information in the SOQ. It is expected that the SOQs will follow the order listedbelow:• Cover letter introducing the firm and describing why you want to be considered. Providelocation of the office that will be performing the work• Organization chart for the project team• Brief information for key staff including education, directly related experience, description oftheir assignment on this project, and résumé• A list of proposed sub-consultants, and a description of their proposed services• Summary of the company’s relative experience and performance• Summary of approach for completing the work• Detailed scope of work of activities required• A list of equipment available to support the performance of this project• Current fee schedule• List of contracts/agreements terminated for convenience or default within the past threeyears, if any.• List any litigation that now affects or may affect in the future consultant firm’s ability toperform.• Confirm your firms’ ability to meet contract and insurance requirements.• Anticipated labor effort by task and classification for each activityPage 4 of 6• Milestone schedule for project completionADDENDAAll questions regarding this RFQ must be submitted via email to Marcus Woodland atmwoodland@antiochca.gov by January 14, 2026, at 4:00 p.m. Questions received after thisdeadline will not be considered. Responses to all submitted questions will be issued via writtenaddendum. Any addenda issued for this RFQ must be acknowledged and included with theproposer’s SOQ. The addenda will not count toward the page limit.CONSULTANT SELECTION PROCESSEnclosed is a copy of the City of Antioch’s Maintenance Services Agreement. By submitting aproposal for this work, a firm agrees to comply with all terms and conditions outlined in theagreement, including all insurance requirements.It is anticipated that from the proposals submitted, City staff will be able to select the firm best suitedto meet the City’s needs. However, if that is not possible, the City will ask a “short list” of firms tomeet with staff to discuss the project and the firm’s proposal. The City will negotiate a professionalservices contract for the work after staff has determined the best qualified firm.No compensation will be due any firm for preparation of a written proposal or for meeting with staffafter a “short list” has been determined.The selected firm will receive a notice to proceed after the City Council has approved their contract.CRITERIA FOR SELECTIONAll proposals will be evaluated based on the criteria below.• Qualifications and experience with similar projects - 30 points• Understanding of the scope and potential challenges - 25 points• Familiarity with applicable standards and procedures - 20 points• References - 15 points• Organization of proposal – 10 pointsSUBMISSION INSTRUCTIONSThree (3) bound, one (1) unbound and one (one) electronic copy of the proposal must besubmitted no later than January 21, 2026, at 2:00 p.m. to:Marcus WoodlandWater Treatment Plant SuperintendentPublic Works DepartmentWater Treatment Plant Division1201 W 4th StAntioch, CA 94509-5007Interviews will be conducted if there is not an outstanding response, and two or three firms are veryclose in evaluation points.
