Overview
The City of Foster City and EMID are soliciting proposals and/or qualifications from experienced consulting firms to provide on-call professional services across multiple disciplines to support the Public Works Engineering Division. Selected firms will be eligible for task-order based assignments for capital projects and specialized services through FY 2031–2032, under master on-call agreements with an initial 3-year term and up to 2 optional extension years.

Standard Professional Services Agreement and Insurance RequirementsATTACHMENTSAttachment 1 – Existing and Future Project InformationAttachment 2 – City of Foster City/EMID Standard Professional Services Agreement and SampleInsurance Requirements1|PageSECTION I: INTRODUCTIONThe City of Foster City (City) and/or the Estero Municipal Improvement District (EMID) (individuallyor collectively referred to as CITY/EMID) are seeking qualified consulting firms to provide civilengineering, construction management and inspection, mechanical electrical plumbing (MEP)engineering, staff augmentation, structural engineering, and water resource engineeringprofessional services to support the Engineering Division of the Public Works Department.The Engineering Division performs the following functions:• Capital Improvement Project (CIP) Implementation: Executes infrastructure projects acrossdiverse sectors, including Buildings, Parks, Stormwater, Lagoon/Levee systems, Streets,Traffic Signals, and Water/Wastewater utilities that are established annually.• Asset Management & Strategic Planning: Conducts comprehensive condition assessmentsand long-term planning for all municipal assets to ensure continued operational efficiency.• Development Oversight: Provides professional design review and construction managementfor privately funded land development projects.• Technical Support & Mandated Services: Performs auxiliary engineering duties andspecialized tasks as required to support city objectives.The purpose of this request for proposals and/or statement of qualifications is to create a list ofqualified Consultants to perform work on capital improvement or other projects and servicesapproved by the City Council, EMID Board of Directors, City Engineer, City Manager, and/or DistrictManager through fiscal year 2031-2032 AND/OR perform tasks that are identified on a case-by-casebase for a base term of three (3) years which, at the discretion of the City/EMID, may be extendedan additional two (2) years for a maximum contract duration of five (5) years.The City/EMID has approximately 26 active capital improvement projects in its current CIP andanticipates adding approximately 42 additional projects over the next five years. Informationregarding existing projects and possible future projects are described in Attachment 1. TheCity/EMID may issue separate requests for proposals and/or qualifications for projects or workdescribed in Attachment 1.RFP/Qs submitted in accordance with this request shall be evaluated by committee to short-list andselect the best qualified consultants to provide services to the City/EMID for the CIP projects andother programs or projects that become funded during the 5-year term of the proposed contracts.Based on this evaluation, the City intends to enter into Master On-call agreements with selectedfirms in various disciplines. A Standard Consultant Services Agreementis enclosed as Attachment 2as reference. Prior to commencement of any services, the City Council/EMID Board, or City/DistrictManager must execute a master services agreement and subsequent task order for work.Under these agreements, services will be requested on an as-needed basis. The service will depend2|Pageon the size and/or technical complexity of the project or initiative, funding availability, scheduleconstraints and the type of services required. For each project, the City will request a proposal fromthe pre-qualified consultants, and the scope of work, schedule, and fees will be developed to mutualsatisfaction and outlined in a Task Order under the Master on-call Agreement.Prior to commencement of services, the Notice to Proceed will be issued.Consultants are advised to examine all information in this Request for Proposals and/orQualifications, including the attachments. Only submittals properly completed as instructed in thispackage will be accepted for evaluation.The City/District reserves the right to reject any or all responses received as a result of thissolicitation; to extend the submission due date; or to modify, amend, reissue or rewrite thisdocument; and procure any or all services by other means.Firms interested in providing one or more of the services identified herein must clearly identify eachService Area using the information contained in this package. If submitting for multiple service areas, separateproposals are required.On- Call ServicesThe City/EMID annually adopts a five-year Capital Improvement Program Budget, which providesfunding for major infrastructure improvements throughout the City. The general engineeringprojects may include a wide variety of projects that may include storm drain, water and sewerimprovements, pump stations, pavement and park pathways rehabilitation, bicycle and pedestrianimprovements, park and facilities improvements, traffic studies, traffic signal modifications, andother related projects as required. For a full list of currently programmed projects, see Attachment1.A professional services agreement will be entered into with one (or more) consultant(s) in eachservice area to provide professional services for a variety of projects on an on-call basis.
