Summary

The City of Pontiac’s (referred to herein as the “City”) Purchasing Division is issuing this Request for Quote (RFQ) on behalf of the Department of Grants & Philanthropy. The City is seeking qualified chore services contractor(s) (also referred to herein as bidder) to provide chore services as outlined in this RFQ for eligible residents of the City of Pontiac.

The City is a local municipality and is a 20-square-mile city located in Oakland County, Michigan. The City operates under a city charter amended and effective May 3, 1982. The City’s headquarters is located at 47450 Woodward Ave., Pontiac, MI 48342. The City is governed by the Mayor, who is assisted by the Deputy Mayor (referred to herein as the “administration,” and a part-time seven-member council that serves by meeting once a week, in the general session, to conduct business. The City Council is responsible for all legislative matters, including the adoption of the annual budget. The administration and Council must approve major purchases of $10,000 or more.

Background

The City is seeking a second round of quotes from experienced and qualified vendors for the services identified in section 2. The Vendor shall perform all work so that no damage occurs to the resident’s property. The Vendor will repair or replace any damaged property if the Vendor damages the property.

A. Gutter Cleaning: All debris will be removed from the gutters and disposed of properly.

B. Yard Clean Up: All leaves must be bagged and put on the street or removed as per local ordinances.

C. Bush trimming: Bushes are to be trimmed neatly, and the debris removed as per local ordinances. Brush removal will include overgrowth from neighboring property that has impeded the service area.

D. Grass Mowing: Mowing the lawns includes mowing the front grass from curbside up from one side of the property line to the other and mowing the backyard everything within the fence line. Weed whipping all grass and weeds (including between the sidewalk and driveway cracks, all grass or weeds behind garages, ramps and porches, grass strips between property lines and grass strips coming down the middle of the driveway) and blowing of grass clippings from walkways, drives, and flower beds around bushes and alongside of houses. A maximum of 2 acres of grass will be cut unless approved by the Community Contact or his/her designee in writing on a client-by-client basis.

ARPA Funds

On March 11, 2021, the President of the United States signed the American Rescue Plan Act of 2021 (“ARPA”) into law. Section 9901 of ARPA amended Title VI of the Social Security Act to add section 603, which establishes the Coronavirus Local Fiscal Recovery Fund. Oakland County has been allocated $244,270,949 in Local Fiscal Recovery Fund (“LFRF”) dollars under ARPA. The United States Department of Treasury has issued a final rule, and other guidance for qualified uses of LFRF. Those qualified uses include responding to the COVID-19 public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality.

Oakland County has determined that this grant program is a qualified use of LFRF funds. This project is funded with ARPA funds.
