SummaryThis is a request for proposals for in-car Mobile Audio Video (MAV) recording, for use in police vehicles. These systems are used to record video and audio of both common events--such as traffic stops, suspect interviews from inside the vehicle, and other routine interactions--as well as critical incidents--such as pursuits, uses of force, etc. These systems are critical tools for both reviewing officer performance (in the vein of "game tapes" for sports) and for preservation of objective evidence after incidents. Newer systems also allow for investigative tools with license plate recognition, AI search/transcription tools, and real-time viewing.
Having a next-generation system is critical for modern policing and for protecting the residents of the City of Pasadena.
BackgroundThe City of Pasadena currently uses an obsolete MAV system, the WatchGuard 4RE system, which is at its end of life. Our goal is to procure a replacement MAV system which will allow for recording emergency vehicle operations, across a fleet of approximately 65 vehicles.
The following tables will have specifications for what is required of any systems and ask the vendors to explain how they implement solutions to challenges the PD currently faces.
Respondents should note that the Pasadena Police Department currently uses the Axon bodyworn camera system for recording police interactions with the public. We are invested in continuing the use of this system--our intent is to find a solution that will be able to be integrated with this existing equipment.
The City is issuing this Request for Proposals to solicit bids from firms interested in providing a digital in-car audio and video solution that offers:

Reliable audio and video system interfaces that require minimal officer training and input to capture and record data

Back-end storage and archival solution that meets the requirement
- Robust digital evidence management system capable of tracking, cataloguing and monitoring video, as well as third party material such as photographs and documents to ensure integrity and chain-of-custody for use as evidence in court proceedings.
- Complete Data Migration from Watchguard to New Solution.

- PD_WG_IA: Can perform all actions available to PD_WG_Supervisors and can also review restricted events and detailed audit logs.
- PD_WG_Admins: Can perform all actions available to PD_WG_IA and can also manage system settings.
